Job Description

Overview Position Executive Director, Fire Safety Job Code Reports to Executive Director Public Safety Direct Reports Fire Safety Team Division Public Safety Department Government Affairs Role Purpose The Fire Safety Executive Director shall provide strategic leadership and direction for all occupational safety health and fire safety management systems across NEOM organization, and indirectly lead the fire safety portfolio for NEOM. Aligned to the companys core values, the Fire Safety Executive Director must develop, monitor and measure the FS strategy, business plans, initiatives, and lead a team to execute these plans. The position oversees related policy creation and frameworks, and implementation and monitors the overall FS performance of NEOM.Key Accountabilities & Activities Key Responsibilities:

  • Strategic leadership of the occupational safety, Life Safety, health and fire safety engineering at NEOM
  • Lead and champion NEOM OSH and Life and Fire Safety Codes, standards and compliance.
  • Lead a team of Occupational Safety and Health professionals, and Fire Safety Engineers to provide a comprehensive, risk based, cost effective health, safety and emergency response service to NEOM
  • Development and implementation of the Occupational Safety and Health management systems (corporate and sector specific) and embed a risk-based and competency-based approach to managing the systems
  • Accountable for developing and managing programs that will lead to certification (ISO 45001 Occupational Health and Safety)
  • Lead overall fire safety audits and compliance across NEOM.
  • Ensuring legal compliance through the development and monitoring of life safety and fire safety policies, first aid provisions, emergency response, fire accident investigations and injury reporting protocols
  • Ensuring OSH/LS safety compliance through the development of a robust internal audit program
  • Working with internal stakeholders to develop education and training programs Such as investigation; cause analysis and accident prevention initiatives; industrial hygiene (prevention of exposure), including innovative methods to manage injured employees, and lead auditing and providing input into programs
  • Specific to safety and the fire safety, communicating and working with external stakeholders on policy development and implementation.
  • Close collaboration with SHE director on projects delivery and execution.
  • Participating in life safety and fire safety issues, with involvement in training initiative, workplace visits, etc.
  • Networks and shares information with various external bodies to ensure positive relationships are developed, to keep informed of any internal policy changes and to become a stakeholder in any review bodies
  • Recruitment and management of staff in consultation with contract managers ensuring compliance with individual contract budgetary requirements
Background, Skills & Qualifications Knowledge, Skills and Experience
  • Driving culture of change and implementing procedures and best practices
  • Strategic acumen, with the proven ability to execute and drive change
  • Extensive understanding of health, safety and fire safety laws and regulations
  • Deep understanding and experience developing OSH best practices
  • Extensive understanding of the accident causation and prevention
  • Experience in implementing and driving safety management systems and fire safety management programs
  • Detailed knowledge of quality assurance/efficiency and performance management processes and procedures
  • Ability to build relationships, build credibility and trust quickly and be able to influence people (at all levels) both internally and externally
  • Strong leadership ability and rational judgement and reasoning skills
Qualifications
  • A minimum of 20+ years experience in life safety and fire compliance (including Occupational safety experience)
  • 10+ years in a leadership role in a complex, multi-disciplinary development company
  • Minimum 8 years experience supporting field services and experience in a health, safety or life safety on large capital projects in the Middle East, ideally within KSA
  • Behavioral Based safety experience required.
  • A Bachelors degree (or higher qualification), or equivalent in health and safety, fire engineering safety management required.
  • Strong knowledge on NFPA and life safety codes
  • Certified Safety Auditor and or NFPA Certifications or equivalent.
