Job Description

The opportunity Project: This is an opportunity to work on one of the largest programmes in Saudi Arabia. This unique project consists of major mixed-use development including sports facilities, entertainment, and arts along with all associated infrastructure. POSITION OVERVIEW:An opportunity for a talented Permits and Consents Manager to join the Stakeholder, Permits and Consents team. Reporting to the Permits & Consents Senior Manager, you will work in close coordination with QIC and the QIC delivery teams to secure the permits required from government authorities and third-parties, supporting the timely delivery of the Qiddiya project. SPECIFIC RESPONSIBILITIES:

  • Assists in maintaining the best practice standards, strategies, plans, processes, and tools developed for the Qiddiya program for permits and consents management.
  • Assists in supporting the production of the delivery teams permitting plans, working with QIC counterparts to ensure timely acquisition. Reviews permitting and consents management plans and ensures their effective implementation.
  • Coordinates and collaborates with the delivery teams, in alignment with QIC, to provide support for permitting matters. Tracks, assigns, and follows up on actions related to permitting engagement.
  • Provides technical consultation to QIC and the delivery teams on strategic permits and consents management as needed. Assists QIC in engaging with key strategic stakeholders on permitting and consents matters.
  • Works closely with QIC Regulatory Entitlement and Affairs (REA) Team to facilitate communications with external stakeholders, including third-party advisers.
  • Maintains the permits and consents risk management plan and tracks mitigation plans and progress. Prepares the monthly permits and consents management update report at a city-wide level and escalates significant issues to the XCS Leadership Team and QIC when necessary.
  • Monitors performance of permits and consents plans, providing internal stakeholders with information to understand the processes, deliverables, key performance indicators (KPIs), issues, and concerns.
  • Actively participates in and supports quality improvement programs. Assists in auditing projects to ensure compliance with ISO 9001 and NQA-1 requirements.
  • Ensures compliance with applicable laws, regulations, and corporate policies related to the permitting/consent process.
  • Keeps up-to-date with relevant technology related to permitting and consents function.
  • Performs other responsibilities associated with this position as appropriate.
KEY RELATIONSHIPS:Supervision Received - Permits & Consents Senior Manager Supervision Given - Permits & Consents Leads across QIC Delivery Team Internal Contacts - All Departments and Divisions of QIC and QIC Delivery Team External Contacts - Government Agencies Professional Organizations PREFERRED EDUCATION/EXPERIENCE:4-year degree in Engineering (or related field) and 7+ years of related work experience, including managerial experience of discipline leads and technical support personnel. MBA or related MSc degree desirable. Requires extensive knowledge of KSA permitting and consents practices, processes and current technology. Extensive permitting and consents experience is also a preference for the role. Excellent in-depth working knowledge of relevant standards. SKILLS/COMPETENCIES:Proven ability to manage technical personnel, the ability to drive excellence in field of expertise, focusing on safety, quality and improvement of processes, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required. Must also demonstrate the ability to effectively execute and manage complex tasks. Must also possess a thorough knowledge of current technology and the capabilities and efficiencies of specific software. Must be capable of conducting focused briefings to all levels of management. This includes effective problem solving and exercising excellent judgment regarding timing and senior management involvement in significant issues. Ability to network across departments and key external stakeholders. This description has been designed to indicate the general nature and level of work performed by employees within this position. About you You have a degree qualification in IT or engineering (or related field) and proven years of related work experience, including significant managerial experience of a large group of discipline leads and technical support personnel. Professional registration with active professional membership, MBA or related MSc degree is an advantage. Requires extensive knowledge of IT best practices, processes, and current technology trends. Working knowledge of ITIL and ISO quality management systems standards. Proficiency in analysing situations in business terms, i.e., ROI, cost per unit, etc. You are digitally savvy, can build lasting client relationships and lead strong, motivated, extended teams. You will have a construction or project management consultancy background and be hungry to grow your career and enjoy the opportunities Mace have to offer.
