Job Description

Overview Position Head of the Office of Health Insurance Job Code Reports to Director HWB Authority Direct Reports TBD Role Purpose To organize, direct and control the operations of the NEOM Office of Health Insurance in order to meet quality standards and delivery dates within the HWB regulations and methods.Key Accountabilities & Activities Policy and Standards Setting

  • Contribute to the design and implementation of NEOM HWB Authority strategic objectives and goals by developing an excellence approach to healthcare insurance regulatory policy, standard setting and the execution of the regulations.
  • Develop, implement and update HWB Authority operational plans and oversee their implementation to take part in the realization of the envisioned future of NEOM
  • Work closely with senior leaders in other sectors and with external stakeholders to raise awareness of HWB Authority values
  • Collaborate with relevant NEOM staff members and leaders to identify required projects and initiatives that support the achievement of NEOMs HWB vision
  • Develop and implement the HWB Authority strategy to ensure a strategic and comprehensive delivery of expert services, systems and outcomes in support of NEOMs HWB vision
Health Insurance
  • Coordinate with the Financial Services Department in establishing administrative and financial requirements for health insurers
  • Review and establish additional qualifications and operational requirements that health insurers must comply with to achieve the goals of universal coverage and to facilitate the effective operation of healthcare financing in NEOM
  • Develop and implement the rules for copayments, total expenditure and access to the NEOM Safety Net, ensure these are reviewed at least annually and published
  • Issue rules and protocols to institute and collect user fees from health insurers, including any policy directives on waiving fees
  • Compile and maintain an up-to-date schedule of health insurers able to operate in NEOM
  • Oversee the process of effective supply and demand to establish a managed market, working with the Office of Pricing and Coverage, Office of Healthcare Provider Oversight, NEOM HWB Company, NEOM Financial Services Authority and the base economy
  • Work with key stakeholders to develop and implement the regulatory framework for transition arrangements to NEOM Authority Laws and Regulations
  • Provide expert regulatory advice to NEOM HWB Company and partners on commercial ventures related to developing a NEOM Health Insurance vehicle
  • Working with the Office of Pricing and Coverage, HWB Company, other NEOM sectors and the base economy, issue rules determining minimum essential coverage requirements and contribute to standards and a monitoring framework. This must include provisions for: Saudi Nationals, GCC citizens, trade sector, those with chronic conditions, children, tourists, other residents
Third Party Administrator Duties
  • Develop the regulatory arrangements to collect contribution amounts from employers and health insurers and the contractual methods necessary to provide the service through a third-party entity
  • Develop the scope of services and operating standards necessary for licensing for the third-party administrator working with key stakeholders
  • Provide any essential advisory services to HWB Company regarding their interests in the third-party administrator
  • Develop and oversee the monitoring arrangements for the third-party administrator to ensure that it meets the conditions of its license and provides value for money
Digitally Enhanced Function
  • Working with the Office of Pricing and Coverage, Authority IT department and Office of Cognitive Government, HWBN Company and other stakeholders develop and implement a digital plan to include platforms, tools, advanced and emerging insureTech to provide the infrastructure for a digitally advanced regulatory function
  • Introduce key performance indicators, including user feedback, to continuously improve the digital capabilities
  • Ensure there are effective globally recognized data management standards in place to protect the rights of individuals whose personal data might be collected by health insurers
Compliance and Enforcement Regime
  • In collaboration with key stakeholders develop and implement the enforcement regime as a digital process that enables continuous and proactive monitoring of compliance to identify potential areas of non- compliance at the earliest opportunity, including early warning signals
  • a schedule of comprehensive essential standards as a compliance framework, that are to be used to assess compliance with licensing arrangements
  • Ensure that the essential standards and the technical guidelines are reviewed and updated as new evidence of best practice becomes available
  • Develop and implement a digitally enabled compliance framework
Staff, Contract and Financial Management
  • Help instill a culture of continuous development, guidance and performance within the HWB Authority team
  • Take responsibility, in collaboration with other HWB Authority senior leaders, for building and maintaining a high-performance team, including full line management responsibilities for staff
  • Participate in setting performance requirements and recruiting for key positions across the HWB Authority
  • Set performance objectives, provide necessary support, evaluate / appraise staff and provide regular feedback on performance
  • Promote a high-performance working environment embracing NEOMs values
  • Develop and implement a program of capacity development for staff
  • Ensure that all services provided by the Office are high-quality, digitally enabled and based on global best practice, this incudes services that are provided by a third-party on behalf of the HWB Authority
  • Lead the development process for service level agreement or other contractual mechanisms necessary to provide regulatory services on behalf as HWB Authority
  • Ensure there are effective and transparent review processes in place to monitor the key performance metrics for the delivery of services provided by any third parties
  • In collaboration with collages develop effective processes to oversee the collection and disbursement of all fees and fines
Background, Skills & Qualifications Knowledge, Skills and Experience
  • 15+ years working as a senior expert with a track record in heath insurance
  • Expert knowledge of health insurance law and practices
  • A detailed understanding of how to process personal data in relation to health insurance and in particular genetic information
  • Experience in developing health insurance standards and analytical skills to measure performance including qualitative and quantitative methodologies
  • Expert level knowledge of data regulatory functions, including AI and machine learning
  • Expert level financial management skills and market analysis
  • Strong commercial acumen and an understanding of the complexities of managing a healthcare ecosystem, balancing demand and supply and financial sustainability
  • Strong leadership skills and proven ability to simultaneously manage a wide number of different functional areas
  • Highly advanced digital skills
  • A creative and agile approach to workplace challenges
  • A proven ability to motivate staff and provide appropriate developmental opportunities that increase operational performance
  • Experience working with start-ups in a related field
