This role is responsible for quality assurance and quality control, during detail engineering, procurement and construction project phases, including coordination of third party source-inspection activities. Reporting functionally to the Quality Engineering Specialist , and directly to the Project Management Department, the QA/QC Engineer provides ongoing leadership and support to ensure projects? compliance.Main Duties/ Accountabilities:Understand and promote the (Quality Assurance) requirements and compliance expectations.Establish and support proactive and collaborative working relationships with contractors and applicable third party organizations.Review projects? scopes of work, to determine the nature, extent and frequency of quality verification activities.Coordinate the regular progress and performance related internal quality team meetings.Review contractor/ supplier quality deliverables for conformance to quality requirements and expectations (I.E. PQP, PEP, ITP, Criticality Rating assessments and QA/QC procedures).Chair Pre-Inspection Meetings to ensure that the quality requirements and expectations are fully understood and implemented prior to commencement of work activities.Lead and participate in assigned quality verification activities.Coordinate site and workshop inspection activities, and assign adequate inspection resources to effectively measure conformance to requirements.Coordinate the assignment of third party source inspectors to represent at offsite manufacturing facilities.Conduct External quality audits on Contractors to gauge the effectiveness of the quality management system.Conduct assessments, audits and verifications on the Contractors? procurement, engineering, construction and quality processes.Evaluate and monitor the performance of QC inspectors, and identify training requirements to continually improve the performance of the Quality Team.Steward the NCR process for all identified non-conformances ? including NCR/CAR issue, RCFA, disposition approval and close-out.Identify quality-related lessons learned, and propose suitable corrective actions to improve work processes and prevent further undesirtable consitions/ situations.Project punch-list coordination and close-out prior to mechanical acceptance.Ensures mechanical acceptance, and completion of pre-commissioning and commissioning activitiesReview and/ or approve welding procedures and associated qualification, testingProfileIdeally you will have Bachelor of Engineering or Bachelor of Science Degree, or Engineering Diploma (HND level or equivalent) plus recognized Trade Certificates with minimum of10 years demonstrated experience in the oil and gas industry, with particular focus on brownfield and greenfield projects, and in-service modifications to existing LNG facilities together with maintenance and shutdown activities.? Welding inspection Certificates such as CSWIP 3.2.2 or equivalent (NOTE: CSWIP 3.1 or equivalent may be considered, depending on experience)? NDT certificates such as ASNT level II as minimum? Experience in developing, implementing and managing project quality assurance programs for engineering design, procurement, fabrication, installation, hook-up and commissioning of oil and gas production facilities projects.? Experience shall also include developing quality system audit programs based on ISO 9001 and contract requirements.? Trained or certified as an ISO 9001 Lead Auditor.? Experience in QC coordination and inspection activities during procurement, fabrication, installation, hook-up and commissioning of oil and gas production facilities project. Specific experience in conducting Procurement and Construction Surveillance Assessments to measure the efficiency of the procurement process, and compliance with contractual quality requirements.? Proven QC inspection, coordination and leadership skills.? Experienced in leading a team of multi-disciplined inspectors (Civil, Piping, Welding, Electrical & Instrumentation and Coating/Insulation)? Demonstrated shutdown experience.? Knowledge of applicable Codes/ Standards (for example: ISO:9001, ASME, API, ASNT, NACE, AWS, BS, QCS, EN 10204).? Proven ability to implement procedures related to the quality management system including project quality plans, execution plans, procurement plans, materials criticality ratings, etc.? Proven source-inspection coordination skills.? Expediting experience, for critical/long-lead materials.? Excellent written and oral English language skills.? Strong leadership and interpersonal skills, and a demonstrated ability to work as a team member under tight project schedule constraints.?
