All selected candidates will, therefore, undergo rigorous reference and background checks.UNDP has a global mandate to support governments in strengthening security and justice sector governance) and has extensive experience in proving strategic advice and assistance in this regard in a range of countries and contexts globally.UNDP Rule of Law Programme in Pakistan is working to strengthen the rule of law and to ensure equal access to justice, particularly for women and marginalized groups across Pakistan in Khyber Pakhtunkhwa (KP) including the newly merged districts (NMDs), Balochistan, Gilgit Baltistan, and Islamabad Capital Territory (ICT). The Programme intents to expand geographically to cover Sindh, Punjab and Azad Jammu and Kashmir. Working in close collaboration with a range of government, rule of law and justice sector institutions, the overall Programme of work aims to enhance and sustain peace and stability for the longer- term in Pakistan.The overall Programme activities and interventions therefore directly correspond with the government of Pakistan?s strategies and commitments to rule of law and justice reforms as well as improving the efficiency and effectiveness of institutions to deliver accountable and affordable security and justice services to the public.As such the Programme implementation is guided by the following three strategic objectives:

  • Support reform processes to ensure delivery of people-centred justice.
  • Enhance access to justice for all, particularly women and less privileged groups.
  • Improve service delivery of the security sector in line with constitutional safeguards and international standards.
Against this backdrop, UNDP actions and interventions are aimed at restoring public confidence and service delivery in the formal justice and rule of law sectors through a range of initiatives i.e. policy development and reform, fostering justice and security sector governance, as well as oversight and accountability at an institutional level with emphasis on inclusive and gender-responsive programming. The overall engagement strategy, therefore, involves both federal and local levels.UNDP Rule of Law Programme is implemented with generous funding from the European Union, Bureau of International Narcotics and Law Enforcement Affairs (INL), United States Agency for International Development (USAID), the Government of Japan, Government of KP.Duties and ResponsibilitiesThe Deputy Programme Manager (Rule of Law) position will be based in the UNDP Pakistan Country Office (CO) Sub- Office in Peshawar with regular travel to its head office Islamabad and to Programme?s target provinces.The Deputy Programme Manager (Rule of Law) will directly report to the Rule of Law Programme Manager.Under the overall guidance of UNDP Rule of Law Programme Manager, the Deputy Programme Manager - Rule of Law will assist in providing high quality professional project implementation support and technical advice and assistance in the overall delivery of the UNDP Rule of Law Programme in Pakistan.The incumbent will be responsible for the following tasks:Provide technical and policy advice and assistance in the overall implementation and further development of the UNDP Rule of Law Programme in Pakistan.
  • Provide rule of law and security and justice sector technical and policy advice in programme implementation and in further development of the Programme.
  • Contribute to providing strategic support, guidance, and advice in shaping the overall trajectory of UNDP Rule of Law Programme in Pakistan.
  • Contribute to managing day-to-day implementation of Rule of Law Programme?s multiple projects to strengthen institutional capacity and access to security and justice services including in supporting government interlocutors on security and justice sector reforms.
  • Identify new/ innovative and context specific areas of engagement and act as the sub-lead in close collaboration with the Programme Manager in the development of concept notes/ programme documents for future programming to advance UNDP Pakistan work in the rule of law and justice and justice spheres.
  • Contribute to the programme?s regular analysis of political and security and justice context in Pakistan to inform the Rule of Law Programme?s overall business continuity including to improve Programme?s agility in responding to actual and perceived risks/ challenges as well as managing and mitigating them.
  • Ensure timely preparation of documents, briefing notes, reports, and related documentation for project review/ steering board meetings and related events as advised by the Programme Manager.
  • Undertake field visits and site visits to oversee project implementation including law enforcement and rule of law infrastructure projects, progress documentation and explore new / innovative areas of engagement as advised by the Rule of Law Programme Manager.
Project implementation support in the overall delivery of UNDP Rule of Law Programme
  • Ensure timely implementation of multiple projects under the Rule of Law Programme including submission of progress reports to donors, development of annual work plans and budget monitoring, project monitoring and evaluation, trouble shooting in close coordination with rest of the Rule of Law team.
  • Manage and supervise approximately 5-6 national programme staff as well as approximately 10 national and international short ? term consults.
  • Contribute constructively to the development of terms of references and initiating procurement / HR processes to hire consultants, service providers and programme staff as advised by the Rule of Law Programme Manager.
  • Undertake regular project activity monitoring and budget monitoring in close coordination with programme?s operational and financial team.
  • Provide programmatic related advice and assistance in the implementation of law enforcement and rule of law infrastructure development projects in close coordination with Rule of Law Programme Manager and the Engineering Team.
  • Back stop for the Rule of Law Programme Manager where needed.
Partnership building and coordination with project?s implementing partners to ensure timely and efficient project activities delivery.
  • Strengthen government partnerships and coordination at federal and provincial levels.
  • Identify and develop new partnerships with government and non- governmental interlocutors in Pakistan that could add value and complement UNDP Rule of Law Programme?s priority work strands.
  • Ensure coherence and identify and foster synergies with like-minded programme partners/ projects and programmes in the rule of law and justice sector in Pakistan.
  • Contribute to improve coordination and collaboration with government and non ? governmental project partners, and also promote one- UN multi- partner joint planning and coordination.
  • Contribute to donor coordination and timely information sharing where needed as guided
Represent the Rule of Law Programme at strategic and technical levels at project planning and coordination meetings/ events.
  • Act as lead facilitator / focal point in project progress, coordination/ planning meetings with project partners.
  • Attend workshops/ conferences and events on rule of law and security and justice in Pakistan and contribute constructively to advance UNDP Rule of Law Programme?s role / position the sector.
  • Contribute in reviewing and finalizing meeting minutes, briefing notes, and presentations related to above representations where appropriate in a timely manner and in close coordination with rest of the Rule of Law team.
Documentation review, writing and quality assurance support
  • Ensuring timely documentation of project activity updates, data gathering, lessons learned, best practices, and case studies for monthly, quarterly, and yearly reporting purposes in close collaboration with the Rule of Law Programme Manager, M&E lead, rest of the programme team and project partners.
  • Undertake review and also assist in writing project progress reports, policy briefs, progress updates, and related documents in close collaboration with rest of the Rule of Law Programme Team.
  • Undertake review and also assist in writing and reviewing assessment reports, M&E reports, research reports, strategies/ policies corresponding to key project deliverables as advised by the Rule of Law Programme Manager.

Required Skills and ExperienceEducation:
  • Advanced university degree (Bachelors/Masters degree or equivalent) in law, political science, international relations, or related area
Experience:
  • A minimum of seven years professional experience in rule of law and or/ justice sector with field experience in Pakistan for Master?s degree. OR
  • A minimum of nine years professional experience in rule of law, security sector governance and or/ justice sector with field experience in Pakistan with Bachelor?s degree.
  • Strong track record in providing policy and strategic level technical advice and assistance on rule of law and justice issues at a senior level in a multi-lateral setting is essential.
  • Strong knowledge and understanding of the security and justice sector in Pakistan is essential.
  • Proven professional track record in rule of law/ justice multi-year programme development and implementation with hands on field experience in Pakistan is essential.
  • Experience in knowledge management and research is highly desirable.
  • Experience in gender sensitive programming, women?s empowerment, and related research & analysis will be an advantage.
  • Field experience in crisis/ conflict/ complex contexts in Pakistan is highly desirable.
  • Knowledge of donor policies, processes, and reporting requirements particularly the European Union (EU) is an asset.
  • Experience in report writing, drafting policy briefs, and related documentation is essential.
  • Familiarity with UN/ UNDP policies, processes, and programming frameworks is an added advantage.
  • Previous work experience with UN agencies/ international organizations will be an added advantage
  • Excellent organisation skills.
  • Excellent interpersonal skills, including the ability to operate effectively across organizational boundaries.
Language Requirement:
  • Excellent command of English and Urdu languages (spoken and written) is essential.
  • Knowledge of Pashtu language will be an advantage.
