Shell has provided pioneering technologies and expertise to Oman?s energy industry helping to create sustainable value for Oman.Position Purpose:The Senior Maintenance Reliability Turn around (MRTA) Engineer has the overall accountability to manage all facilities maintenance execution, campaign planning and event execution, reliability improvements whilst leading, mentoring, coaching, providing technical guidance, and performing assurance support.The role is the local Subject Matter Expert / Coach for the Shell Asset Management System (AMS) Maintenance Execution (PME), Manage Equipment Care (MEC), Mitigate Threats & Opportunity (MTO), Campaign (PTA) work processes and the Materials aspects of the Manage Supply Chain Process. The incumbent shall coach staff and maintenance Service Contractor resources on the work process requirements, skills and behaviors required to execute the respective work processes.The Senior MRTA Engineer shall be responsible to measure and analyze the performance of various Asset Management System (AMS) Processes (PME, MEC, MTO, MSC, TA) with the overall responsibility of making recommendations to improve performance.Position Responsibilities:The position reports to the Production Manager within the Gas Asset Organisation. The position responsibilities span a range of desired outcomes and include:Role key deliverables

  • HSSE: shall act at all times in accordance with the Policy on Health, Safety and Environment and proactively manage all maintenance activities accordingly. Ensure competence of Shell/Contractor is compliance with HSSE requirements.
  • AMS: Accountable for the effective implementation and delivery of the Perform Maintenance Execution (PME), Manage Threats and Opportunities (MTO), Manage Equipment Care (MEC), Perform Turnarounds (PTA), and Manage Supply Chain (MSC) processes:
    • Assumes the role of Site Process Owner for the work processes mentioned above.
    • Establish and implement AMS-compliant, local management systems and processes for the AMS work processes mentioned above. This includes measuring and monitoring performance metrics, work process management and assurance, and benchmarking to drive continuous improvement and deliver business results.
  • Multi-Discipline Maintenance Support and Execution: Deliver effective leadership and specialist support to asset teams and other functions for maintaining /restoring Integrity and Reliability / Availability to achieve targeted production.
  • Defect Elimination: Utilize Root Cause Analysis or Causal Learning Process for defect elimination and full support of Reliability improvement process.
  • Technical Authority: Be the organization?s MRTA Technical Authority- TA2 level
Work Process specific deliverablesManage Equipment Care (MEC)
  • Ability to coach, define, deliver appropriate Equipment Care strategies by applying RCM, RBI, IPF techniques.
  • Define HSSE-CA ? Critical Activities and Performance standards from Hazard and Effect Management process.
  • Define Production critical equipment and appropriate Equipment Care strategies
  • Develop an Asset Reliability Strategy and Asset Improvement Plan
  • Be the custodian of the RAM Model
Work and Resource Preparation
  • In collaboration with SBO Chennai develop electronic work packs in CMMS (SAP) to a standard that allows the field execution teams to adopt campaign style work execution practices.
  • Work with the Maintenance Service Contractor to optimize planning, preparation, and execution efficiency for maintenance campaigns
Manage Supply chain (MSC)
  • Accountable for defining spares and materials required to deliver the equipment care plans, including the spare parts management strategy and process.
  • Drive the creation of Material Masters and Bill of Materials for repeat tasks and commonly used parts.
  • Define & implement obsolescence plans and work with Discipline Engineers to ensure asset register and supporting Material Masters are up to date.
  • Obtain & Assess Availability of resources, services, materials (including spares)
  • Interface with material planners and buyers to ensure performance of the material supply chain
  • Oversee central and field warehousing material management,
Management of Change (MOC)
  • Review maintenance compliance deviations
  • Prepare MoC for obsolete equipment and other changes, follow through to completion.
  • Review maintenance compliance deviations
Manage Threats and Opportunities (MTO)
  • Identify equipment performance threats
  • Provides MTO coaching to the asset team
  • Leads opportunity/problem framing activities.
  • ensure data presented is representative of actual performance.
  • Provides Causal Learning coaching to threat/opportunity owners as needed.
Maintenance Services Contract
  • Able to perform Contract Holder duties for the integrated Maintenance Services Contract
  • Establish and carry out a Post award contract management process and plan, monitor contractual KPIs for contract performance improvements.
  • Coach the Company Contract Site Representative
Continuous Improvement
  • Mature ways of working of staff and service contractors enabled by Shell Shared Service Centre?s for maintenance Work preparation and planning within 4 years.
Ways of working
  • Consistently apply AMS processes, standard methods, tools, and templates for delivery.
  • Roll-out and apply AMS maintenance IT tools in line with global practices.
Stakeholder Management
  • Maintain interface with IAP Planner, MIE planner scheduler, logistics supervisor, maintenance supervisor, production supervisor, Integrity Assurance- MMI Engineer, service contractors and Shell global maintenance discipline
People
  • As most senior maintenance discipline representative, Lead the Asset maintenance staff and service contractor community.
  • Identify training and development requirements related to the AMS ME/MEC/MSC/MTO capabilities and tools with the aim to achieve effective and efficient Maintenance practices.
Dimensions:OPEX: Impacting Asset Integrity and efficient activity execution in the concession area.Specific Challenges
  • Support the implementation of a planned activity execution culture in the field & concession
  • Play a key role in the Implementation of AMS practices and Shell?s global maintenance vision
What we need from YouQualifications & Experience
  • Degree in maintenance engineering or discipline engineering
  • Must have an overall experience of min 15 years in Maintenance and/or reliability engineering in Upstream gas production & maintenance operations
  • At least 4 years prior experience as Maintenance Supervisor, or Maintenance Team Lead
  • Must be certified and have experience as a Technical Authority for Maintenance
  • Must have demonstrable experience in training and coaching of staff in Maintenance Work processes
  • Experience in Root Cause Analysis, understanding bad actors, maintenance, and repair, troubleshooting and analysis
  • Well experienced in use and analysis of Reliability (RAM) Models
  • Miriam RAM Software experience is preferable.
  • Skilled in Process Safety, Supply chain Management, Asset Reliability, MTO, MEC and risk management
  • Trained / Certified in Causal Learning techniques
  • Can explain and coach the Shell maintenance work processes and executional practices in scope of this role.
  • Knowledge of the Project life cycle and MRTA in projects is beneficial.
