Maintenance Planning Contract EngineerJob Location : OmanContract Period: 01 year (renewable)Job Objective :To develop and prepare contracts for maintenance Services and Materials and develop evaluation criteria and preliminary cost estimate for contracts expected results in compliance with strategies and operational priorities (profit, safety, reliability, and environmental requirements).Key Duties & Responsibilities :?Ensure preparation of comprehensive, detailed and accurate scope of works for tendering so that clarifications and delays are avoided.?Prepare and develop the Schedule of Rates (SOR).?Prepare cost estimation for maintenance contracts.?Prepare measurable technical evaluation criteria and preliminary cost estimate for contracts expected results.?Prepare and develop the strategy for floating the tender.?Provide response to pre-bid and post bid queries of bidders after floating the tender.?Review and evaluate the bidders offers based on technical evaluation criteria.?Prepare Technical evaluation report based on technical evaluation of bidders offers.?Co-ordinate with procurement and contracting team and provide support in commercial evaluation of bidders offers.?Review all contract modifications and proposals for completeness, compliance, and accuracy.?Verify the invoices and job measurement sheet.?Provide technical advice and guidance on contracting processes and related issues to Maintenance Department staff.?Prepare Purchase requisition, Purchase order and service entry sheet in CMMS system.?Lead and manage contract disputes, claim resolutions and outside audits; review and resolve issues affecting assigned business unit or company compliance and ensure satisfaction of legal requirements.?Expertise in Computerized Maintenance Management Systems (CMMS).?Expertise in SAP- PM Module & Primavera P6 / Maximo / MS Project/ Proficiency in M/S Office, MS Excel, MS word and MS power point?Knowledge of reading and interpreting P&ID & PFDRequirements :?Degree in Mechanical/Electrical/Instrumentation Engineering.?15+ Years with Relevant experience in similar role (Planner Contract) for Minimum 10 years (Oil & Gas / Petrochemical or Refinery Plant experience preferred).
