Project Details: Manpower Requirement for PROJECT DEVELOPMENT SUPPORTENGINEERING SERVICESLocation/Place of performance: UNITED STATES AIR FORCES IN EUROPE, LAJES FIELD,AZORES, PORTUGALRequirement: Supply a full?time Project Manager as per the qualifications and R&R below.Quotation required for all inclusive monthly rate.Period of performance: There will be a period of one (1) year with four (4) option years.Qualifications: At least 2 years demonstrable experience in managing projects for US DoDclients. Bachelor?s Degree in engineering, architecture, or project management. Desirable:Civil EngineerResponsibilities: The Contractor?s key personnel shall perform services that requireapplicable engineering knowledge of local regulations and Air Force and Department ofDefense (DoD) regulations and documentation. The services to be rendered shall support themanagement of Facility Sustainment Restoration & Modernization (FSRM) programs byproviding advisory, assistance, and draft deliverables for the preparation of planningrequirements and developing projects. The Contractor?s key personnel shall assist inengineering assessments to gather requirements by assisting in site investigation, survey,mapping, or sketches; prepare draft detailed quantities estimates, for improvement projectsfor real property facilities, including utility systems, utilizing a professional knowledge ofengineering for government review. Project manager has to be a civil engineer and the otherspecialties can be on site or as reach?back. All personnel have to have experience with hostnation code compliance.Specific Tasks: 1. Requirement Development support. Contractor shall provide support forthe development of drawings and work descriptions for government review for use instructure and system maintenance or repair. Including information such as location, material,and dimensions, in a variety of branches of engineering to include such things as floorplans/structures, roadways/parking areas, land contours/drainage patterns, plumbing,heating, air conditioning, and electrical and fire systems, etc. Contractor shall developtechnical requirements for government review to include draft material estimates/takeoffsfrom construction drawings and other project documents required for project completion.2. Data Collection. Contractor shall perform data collection to provide sufficient definition ofthe requirement to include site investigation reports to verify and note details of existingconditions and requirements to ensure all features are reflected on drawings for governmentreview. Layouts require a high degree of precision and are used to check tolerances,clearances, and dimensions on new facilities/equipment. Shall also perform surveyingreports, using calculating equipment and construction surveys (e.g., roads, utilities, runways,taxi?ways, aprons, facilities, etc.) for government review.3. Design and production of visual media products. Contractor shall design and produce visualmedia products, like power point presentations, in support of 765 ABS/CEN mission.4. Regulatory Requirements Support. The contractor shall provide deliverables which review,interpret and define the application of new regulatory requirements. Deliverables shallinclude recommendations for Air Force integration of these requirements. On thedevelopment of the drawing and statements of work, new EU regulatory requirements forconstruction should be addressed.
