This will include the supervising and development of project inspection personnel. The desired candidate will be a strong communicator, with solid construction knowledge and problem solving skills.Official Position Description:Establishes & implements operational plan for project activities to ensure efficient & safe use of equipment & personnel to perform earthwork, excavation, embankment, drainage, structures (both minor & major), concrete pavement, bituminous asphalt paving & berm work, electrical & signing, clearing & grubbing operations, seeding & mulching, etc., inclusive of all elements of projects as described by contract; works directly under Project Engineer to assist in the oversight of testing of concretes, asphalt concrete & aggregates for quality control & compaction of soil; provides technical assistance to other agency managers in area of expertise & evaluates & recommends changes in work practices which impact program; operates state vehicle to travel to job sites & assure that projects are completed (i.e., check contractor compliance with state specifications); uses laptop computer & software (e.g., Microsoft Office) to prepare reports, enter notes for construction diaries & refers to portable files for specification notes & plans; assists Project Engineer in enforcement of safety practices relating to inspection of roadway construction activities; assists in the audit of construction projects for compliance with ODOT?s documentation procedures which involves auditing pay quantities & all supporting documentation; assures accuracy of date entered into transportation management system (TMS); utilizes knowledge of ODOT?s construction procedure manuals, specifications & their applications as they apply to proper test lab, projects, construction office); determines & resolves any difference prior to approval & certification. Prepares & keeps complete file for project activities (e.g., plans showing locations, character, dimension & detail of work, daily diaries, contractor?s estimates, field calculations, field measurements, etc.), assures pay quantities are correct & all contract features are accurately recorded; operates computer to enter & retrieve data from SiteManager & related systems; acts as liaison between contractors, utilities, railroads, material suppliers & District Transportation Engineer 3 & 4?s to insure successful development, implementations, & administrations of projects. Reviews warranty projects & prepares reports based on the review using a computer & related software (e.g., Microsoft Office); assures assigned state equipment is maintained & in good working condition; attends construction schools & assists in presenting information at construction schools using a computer & related software (e.g., Microsoft Office). Performs other work-related duties as assigned.Qualifications12 mos. trg. or 12 mos. exp. in supervisory principles & techniques or management; 6 mos. trg. or 6 mos. exp. in inventory control; valid driver license, & 3 yrs. trg. or 3 yrs. exp. in highway maintenance, associated safety practices, & using/operating associated equipment. - Or equivalent of Minimum Class Qualifications for Employment noted above. Note: if position will be assigned to operate motorized equipment of size & type regulated by Sections 4506.1, 4506.03 & 4506.12 of Ohio Revised Code, applicant must also have valid commercial driver license; if required to operate state vehicle Knowledge of inventory control; supervisory principles & techniques or management; highway maintenance, bridge maintenance & repair, route marking & associated safety practices. Skill in operation of machines, tools & equipment applicable to assigned area; operation of computer terminal*; operation of motor vehicle. Ability to establish, modify & implement operational plan for assigned activities &/or county work unit; gather, collate & classify information about data, people or things; inspect existing conditions & equipment to determine needed repairs & maintenance; prepare required reports & records.All applications must clearly indicate how the minimum qualifications & position specific minimum qualifications, if applicable, are met.
