Employee Contract Type: Local - Fixed Term Employee (Fixed Term)Job PurposeThe purpose of the position is to ensure the technical quality of WV Lebanons work in the Education sector in Lebanon. The Education Specialist is responsible for: - Ensuring quality implementation of Education programming from design to completion according to World Vision and global best practice. - Partnering with Program Officers to design Education programming across funding streams toward achieving the relevant child well-being objective(s) and according to the pathway of change and prioritized project models. - Support the Area Programs to execute strong sponsorship funded programming that fulfils our donor promise. - Provide external sectoral, governmental and donor representation for Education programming, including cultivation of partnerships. - Build organizational capacity and provide training to implement prioritized project models and evidence-based practices - Spend time in the field(at least 30% of the time)working with field operations staff to troubleshoot implementation issues - Provide input on the design of tools for monitoring, evaluation and other evidence building initiatives. - Review data and reports to understand and influence the quality of Education programming.Major ResponsibilitiesHandle Strategy & Program Development* Develop the technical/sectoral components of new proposals (For both Grants and Sponsorship), in coordination with the programme team and the Evidence, Learning, and Accountability (ELA)team.* Provide input into budget of technical components within new proposals.* Lead in project design with the programme team and Operations team for potential new proposals/Aps in Education based on emerging new educational needs. Provide input to designs based on needs assessment findings, evidence based information and analysis targeting the most vulnerable. New proposals submitted in alignment with sector standards and evidenced approaches. Sector-focused advocacy issues and cross cutting themes are included where appropriate. Proposal budgets account for needed technical costs. All new grants developed in alignment with ECCD and/or Education Technical Programme (TP).* Meet donors to preposition for new program ideas and models based on evidence.* Participate in revision of WV Lebanon strategy and priorities based on emerging needs and donor interests.* Lead the revision of Education Technical Approaches and Technical Programs in alignment with strategy. WV Lebanon strategy informed by up to date and recent sector needs and priorities WV Lebanon current and prospective donors are aware of WV priorities, approaches and the evidence behind them. Technical Approaches and Programs are in place and updated as per strategy revision terms.Support programme quality, implementation, monitoring and reporting* Provide technical supervision to field education staff including coaching, sharing resources and materials, revision of reports, analyzing lessons, etc.* Monitor progress of education projects and discuss challenges and support needed with field teams. Address implementation delays and issues with the relevant project manager, Area Manager and Ops Director.* Participate in the recruitment of relevant staff for the sector* Co-lead with ELA team the development of Evidence Building Plans (EBPs) for Technical Programs and for new projects.* Develop sector measurement tools in collaboration with ELA team. Specifically, set sectoral/technical tool questions based on accredited global tools.* Intervene, when necessary, at procurement level, to facilitate/find solutions to material purchase difficulties or delays that are affecting the program quality implementation. Strengthened capacity of field education staff Programmatic lessons learned are captured, recommendations provided to project teams are implemented and programme quality is improved. Hired Education staff meet the technical requirements of the role EBPs are in place for each TP and project Sectoral/technical tools are in place and used across aligned projects Technical procurement standards are met.* Review AP annual reports, grant progress reports and M&E reports specifically program findings and recommendations.* Develop annual TP reports that document progress against objectives of the TP and hence strategic objective.* Support the development of external communication materials relating to WVL Education sector achievements.Ensure Staff Management & Capacity Building:* Provide input to sector organizational structure and staffing plan and ensure reviewing/adjustment of JDs as needed. * Contribute in setting performance indicators for the education project teams in close coordination with the project manager. * Develop Education / ECCD capacity building plans and share with P&C. * Assist staff in understanding and adapting project models to local contexts in alignment with local strategy * Orient and train WV Lebanon relevant staff on Education Technical Programs, standards, tools, models, etc.Handle Networking & External Engagement:* Engage in networking and coordination with external Education Stakeholders and partners (Education Partners working group, MEHE, ECE National Committee, INGOs, National NGOs, etc.). * Participate in National workshops, training and internal WVL meetings, workshops, etc. * Coordinate with Education internal stakeholders at the regional and Global levels to share best practices and access information. * Coordinate with relevant departments and field Ops on the promotion of WVL education programs at the level of the national and local government related institutions.Ensure Learning and Research* Identify key sources of information around education including government bodies, local and international organizations, academic institutions to identify learning, trends, and new parameters that could affect the implementation of current or future education projects * Participate in all education projects lessons learned events. Determine the research and evidence-building agenda for WVL Education Participate in design and roll out of new research proposals and initiatives of WVL. Conduct regular situational analysis of the sector and feed recommendations back to WVL for decision making on future priorities.Perform other duties as required:* Attend and participate in capacity building trainings locally and internationally.* Attend and participate in WVLs spiritual nurture and other organizational events.* Responsible of own security and actively contribute to a positive security culture* Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.* Perform other duties as assigned by the Line ManagerKnowledge, skills and Abilities:* Minimum education, training and experience requirements to qualify for the position: * Bachelors degree in Education related field or Social Sciences. * Three to five years of technical expertise in the areas of Education * Two years or more NGO experience in the humanitarian and development fields respectively. * Experience in needs assessment and project design * Proven experience in working with MEHE and other education stakeholders * Experience in capacity building processes, tools and methodologies * Excellent written English, with fluency in speaking Arab
