Job PurposeThe Shelter Project Manager main task is to implement both the delegated Shelter portfolio and ensure high quality and cost-effective programme/project implementation within the designated geographical area. It encompasses team direct line management and donor grants with budgets.Generic Responsibilities:Contribute to the development of Country, Area, and programme strategies; and initiate and participate in the development of relevant Shelter & emergency response projects.Coordinate and manage the Shelter project implementation (activities, budget, and project documentation) in line with proposals, strategies, and donor requirementsProvide technical direction and ensure that the projects are of high quality and that they target beneficiaries who are most in need of protection while exploring and assessing new and better ways to assist.Provide regular progress reports to management and concerned partiesDevelop and manage the project budget according to NRC Financial Handbook and donor requirements and coordinate across the Core Competencies.Manage and ensure capacity building of shelter project staff as well as transfer of key skills.Liaise and collaborate with relevant local authorities and other key stakeholdersOversee and is responsible of mainstreaming protection guidelines in the NRC?s related activities as per NRC?s Protection mainstreaming guidelines and ensure that all breaches/concerns reported are properly resolved.Specific Responsibilities:Implement the Shelter Programme in the following interventions according to Shelter guidelines and procedures:+ Shelter units? rehabilitation under the SBA program (settlement based approach)+ Cash for rent.Work with the Information, Counselling, and Legal Assistance (ICLA) team on joint-programming and monitor developments in the area, in coordination with access, security and program staff.Work with the Water, Sanitation, and Hygiene (WASH) team in supporting the housing rehabilitation beneficiaries with complementary WASH programming as well as community level integration for selected neighborhoods for potential community support projects.Ensure most vulnerable refugees are targeted by the Programme, taking into account people with special needs, gender, and protection issuesMonitor programme outcomes and outputs for each grant, as indicated in the Monitoring and Evaluation (M&E) matrixEnsure consistency in data management from field reports to database and reportingMonitor and address referrals of refugee complaints to provide timely feedback, according to the corresponding complaints feedback response mechanism and proceduresFacilitate donor visits at the area level when requiredProvide feedback and updates on Shelter procedures and guidelines to concerned management whenever required as well as ensure that project processes and related information are properly documented.Conduct multi sectoral needs assessment to inform program design and deliveryAssess needs, develop timely emergency response plans and implement response plansCoordinate with other actors, including UNHCR, MoSA, municipal authorities and NRC consortium partners regularlyProvide regular updates, feedback, photos and stories on field implantation, particularly those which share relevant and timely information or which demonstrate impact of activitiesRepresent NRC in relevant internal and external forums/sectors, including in meetings with donors at national level related to shelter & emergency response, and ensure transparent coordination with the humanitarian architecture, the relevant working groups and NRC consortium partners.Ensure high technical quality and transparent processes including transparent and cost-efficient procurement of goods.Receive the referral information related to protection cases on a monthly basis from the related focal points and take proper actions to ensure that the referral system is functioning to the best interest of beneficiaries as per NRC referral?s procedures.Professional Competencies, skills & qualifications required:Bachelors Degree from a relevant field of study.Minimum 3 years of experience working as a Project Manager in a humanitarian/recovery contextExperience of selecting and managing private contractorsExperience in coordination and advocating for refugees? needs and assistance at field level in coordination with the Country Office.Experience working in complex and volatile contexts with knowledge of an urban contextStrong data management, monitoring & evaluation and capacity building skillsProficiency in AutoCAD and Microsoft Access appreciatedFluency in English, both written and spoken.
