Consortium CoordinatorLocation:Beirut, LebanonABOUT PLAN INTERNATIONAL LEBANONPlan International is an independent development and humanitarian organisation that advances children?s rights and equality for girls. We support children?s rights from birth until they reach adulthood, and enable children to prepare for ? and respond to ? crises and adversity. We place a specific focus on girls and young women, who are most often left behind. We have been building powerful partnerships for children for more than 80 years, and are now active in more than 70 countries. Plan International Lebanon has a range of programmes throughout the country, focusing on adolescent girls and boys and young people. All programmes are implemented in partnership with national and local partners.ABOUT THE CONSORTIUMThe consortium is a five-year (2021-2025) strategic partnership between Terre des Hommes, Plan International, Defence for Children/ECPAT, African Womens Development and Communication Network (FEMNET) and the Ministry of Foreign Affairs of the Netherlands. The strategic objective of the programme is to increase the sustained influence of Girls and Young Women (GYW) on decision-making and the transformation of gender norms in formal and informal institutions. This will be achieved through the attainment of three main outcomes:1. Enhanced collective action and activism by GYW in a gender-responsive civil society.2. Increased acceptance of positive social gender norms.3. Political institutions at all levels enable meaningful participation of GYW in decision-making.The programme will be implemented in Kenya, Uganda, Ethiopia, Jordan, Lebanon, Mali, Liberia, Ghana and Sierra Leone, as well as having Africa regional, Middle East regional and International programme components.ROLE PURPOSEThe Consortium Coordinator will be responsible of ensuring timely and quality coordination of the program Country/Regional Network and Steering Committee, and to serve as main liaison between the Country/Regional Network and the program Global Steering committee.DIMENSIONS OF THE ROLEThe Consortium Coordinator represents all consortium organisations equally, and is hosted by the coordinating consortium organization. Will report functionally to the Country Steering Committee, and to the GBV SRHR Programme Manager and will work closely with the country/regional network and the program colleagues based in the region.ACCOUNTABILITIESCoordination and Monitoring? Coordinate the joint work of the Country/Regional Network and Country/Regional Steering Committee in accordance with the Program Guiding Principles? Facilitate linking and learning between the different program components? facilitate and oversee the joint planning and monitoring process of the Country/Regional Network and for compiling and submitting annual plans and reports? Ensure timely preparation of reports on achievements and challenges faced within the project? Follow up on financial liquidation/settlement/ reports of joint activities according to Plan?s procedures and submit spending reports for review and approval? Ensure that all Plan International and key donor compliance rules and regulations are adhered to.Programme Support? Support consistency and links between the country, regional and international programmes.? Ensure consistency of the project with the country programme and advise on potential areas of collaboration between the different partners.? Support linkage of the programme with other relevant initiatives.1. Ensures that Plan International?s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International?s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.KEY RELATIONSHIPS? Internal: GBV & SRHR Team? External: Consortium staffTECHNICAL EXPERTISE, SKILLS AND KNOWLEDGEDemonstrable knowledge and understanding of:? The context in Lebanon, particularly on issues affecting the rights of girls and young women.? Child Rights/Human Rights Issues and Gender-Equality in the country and/or region the network is situated in. Knowledge of these issues at the international level is a plus.? Global minimum standards, including the IASC Guidelines on Gender, GBV, and MHPSS and Protection principles.? Gender equality and gender transformative approaches.? National, regional and international institutions that are concerned with Child Rights and Gender Equality.? Adherence to Plan International?s Child Safeguarding Policy, Code of Conduct/Prevention of Sexual Abuse & Exploitation (PSEA), and other relevant humanitarian standards and policies.? Project management and coordination of NGOs/CSOsQualifications and Experience? Minimum 3 years of experience working in a humanitarian context? Minimum 2 years of experience working in programme coordination, consortium coordination, lobbying & advocacy, children?s rights, meaningful youth participation and/or similar areas, preferably with a civil society/non-governmental organization.? Experience in networking with CSOs and relevant governmental institutions? Experience in embedding a gender transformative approach and familiarity with youth participation approaches? Bachelor degree (master?s degree is an asset) in social work, psychology, sociology, international relations or any other related field? Proficiency in Microsoft Word and ExcelSkills? Strong commitment to safeguarding and gender policies both inside and outside the workplace.? Ability to work independently and within a team? Results and quality oriented.? Strong character traits, including team work, striving for high performance, emotional stability, resilience, and ability to handle stress, strong initiative and self-motivation, cultural and gender sensitive.?
