Participate in the development and maintenance of the current and future design of the Surveillance systemassets, such that they meet operational, safety and regulatory requirements
Assist Surveillance Engineering Manager in assessing the impact of changes in ATS procedures and airspacestructure on current and planned Surveillance systems
Coordinate with other ANSPs for technical interfacing integration and communication
Evaluate impact of obstacles (buildings, wireless phone towers) around airports on the functionality ofSurveillance systems, and escalate in case of obstacle being unacceptable
Surveillance System Operations:
Support in the development of the CNS-ATM Evolution Plan and ensure that all Surveillance systems needs arecaptured and addressed
Translate air traffic Surveillance requirements of Control Centers and ATS Units into technical plans andprograms by developing system design concepts, outlining technical performance specifications, identifyingprocurement requests and defining installation and testing standards
Participate in the testing and commissioning and hand-over of Surveillance systems projects and ensure that thedelivered system meets all the requirements in terms of specifications and performance
Design Review:
Coordinate with other SED Departments to ensure the compatibility of Surveillance systems designs with currentand future Communication, Navigation Aid and Automation systems
Participate in system (SDR), preliminary (PDR) and critical (CDR) design review meetings
Participate in the analysis systems trouble reports (STRs) and conduct required modification programs andsystems change process (SCPs)
Advise Surveillance Engineering Manager of any potential impact of on-going projects on ATC service delivery
Vendor Management:
Develop Requests for Proposals (RFPs), participate in the evaluation and selection of proposals and contractors,including assessing post-installation training, and draft the technical sections of the contract
Support and Quality maintenance:
Support maintenance activities of Surveillance systems as needed to ensure that all systems are operatingeffectively
Monitor on-site progress and ensure that tasks and activities and are being completed as per agreedspecifications and quality standards, and taking appropriate action in the case of any deviation
Safety and Training:
Handle minor and major Surveillance systems projects and programs, including supervising less experiencedengineers, technicians and contractors to ensure that all tasks and activities are progressing on time and budget
Ensure that all laborers and contractors are well trained and equipped to conduct their work in line withinternational health and safety standards
Participate in international and regional conferences and ICAO panels related to Surveillance systems
Policies, Processes and Procedures:
Support in monitoring day-to-day activities to ensure compliance with stipulated policies and procedures
Contribute to the identification of opportunities for continuous improvement of systems and processes taking intoaccount leading practices, changes in business environment, cost reduction and productivity improvement
