CONTEXTUAL BACKGROUNDIraq is emerging from over three years of civil war against the Islamic State and remains one of the most complex operating environments in the world. The devastating human consequences to huge numbers of people will endure for decades and the destruction of communities, livelihoods, homes and infrastructure will take years to repair. Over 4 million Iraqis have returned in the past year, but 1.9 million remain displaced. 230,000 Syrians continue to seek refuge in the Kurdish region. The new government will struggle to rebuild trust and restore basic services.A lead responder in Iraq since 2003, the IRC delivers aid and services that help communities survive, recover, and gain control of their future. The IRC is providing robust programming across five governorates through women s protection and empowerment, child protection and protection and rule of law programming; cash distributions and livelihoods programming in support of economic recovery and development; education programming; and integrated early childhood development programming. Our work spans emergency response to long-term programming supporting our clients to rebuild their lives.SCOPE OF WORK:The Senior Child Protection Manager will manage the implementation of CP programming in Ninewa, assure quality of programming, and will provide technical assistance to child protection staff. The Senior Child Protection Manager plays a key role in designing and supervising all project activities in Ninewa. S/he will work closely with the CP Coordinator and the rest of the Child protection team providing support and guidance.The Senior CP Manager will be based in Mosul; with need to travel to the project sites within Ninewa regularly.Major Responsibilities:New Program Development:? Lead program design and needs analysis for new Child Protection programming in coordination with the Child Protection Coordinator.? Write and Review Child Protection proposals in coordination with Child Protection Coordinator.Program Management and Implementation:? Oversee implementation of Child Protection programs, management of budgets (budget forecasting, BVA review, and budget follow-up) and reporting in accordance with IRC and donor regulations.? Provide technical guidance and project implementation guidance for Child Protection programs.? Ensure team members have individual monthly work plans prepared in advance of that month, and update as necessary.? Promptly identify and recommend solutions to technical issues.? Ensure that all interventions are in compliance with the IRC's program strategy, national policies, CP Minimum Standards, and SPHERE Protection standards.? Work closely with operations and grants to coordinate to ensure quality, timely, implementation and development of programs, including providing oversight over the budget versus actual, indicator tracking tools, and other grant management tools used by the IRC; participation in monthly grant review meetings; and regular monitoring of internal program purchase request tools.? Work with team to ensure projects are implemented in conformity with the IRC program frame work promoting and protecting rights, participation, capacity building, partnership, and holistic planning.? Ensure donor compliance in program implementation and procurement.? Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.Project Startup:? In collaboration with Child Protection Managers, Child Protection Coordinator, and Field Coordinator, develop project work plans, spending plans, and procurement plans for all Child Protection grants.? Ensure all new staff have 90-day action plans and orientations.? Ensure all team members are oriented to the project outcomes and activities, and clearly know their roles and responsibilities.? Liaise with the Child Protection Coordinator to ensure all staff are trained on their core responsibilities.? Work with Field Co and Child Protection Coordinator to ensure that all governorate-level approvals are obtained prior to start of project implementation.Grant Monitoring and Reporting:? Ensure that monitoring and evaluation systems are developed (including indicator tracking sheets) and used in all Child Protection Programming across Ninewa.? In collaboration with the M&E team, ensure that activity, output and outcome data are captured in an accurate and efficient manner, and that programs are continually tailored to optimize quality.? Work with M&E team and Child Protection Coordinator to design robust monitoring tools for remote monitoring and ensure program quality.? Ensure all monitoring activities are fully documented, including systematic and timely data collection and reporting as required under the grant and for IRC M&E purposes.? Contribute to IRC and donor reports as per set schedules (monthly, quarterly and annually) on grant activities, indicators and achievements, and requested by the Child Protection Coordinator.Staff Management and Development:? Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance? Supervise and mentor direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual performance reviews.? As part of succession plan and nationalization goals, identify, train and develop capability and capacity of a national staff to successfully transition role and responsibilities, by end of assignment? Provide constructive feedback and counsel on appropriate career paths and professional development.? Promote and monitor staff care and well-being; approve and manage all leave requests to ensure adequate coverage.? Offer leadership support for successful adherence by staff to IRC's Global HR Operating Policies and Procedures.Representation and Coordination:? Build strong relationships with the Ministry and Directorate of Labor and Social Affairs (MoLSA and DoLSA), other government actors as appropriate, and other stakeholders, establishing IRC as a key actor in Child Protection.? Serve on coordinating bodies and represent IRC in relevant stakeholder meetings such as the Child Protection Working Group, and Case Management Working Group.?
