Job Description

We are looking for a Competent Person for Lifting Operation for one of our clients with the following details:Start Date: June 2024Tentative Duration: 24 monthsLocation: Doha, Qatar with possible missions offshoreWork Status : Resident, SingleQualifications / Experience Required

  • The CPLO must have a deep experience in lifting operations ideally in different fields of application (supervision, calculation, inspection, etc.)
  • Broad and extensive knowledge in Lifting operations and equipment.
  • Working to International standards such as: ISO, DNV, BS, API, LOLER, NORSOK etc.
  • Experienced in Oil and Gas Industry.
  • Worked in onshore, inshore, and offshore operations.
  • Have working profile such as: CPLO for at least 3-year period
  • Minimum 10 Years in Crane, Rigging and Handling at Supervisory / Management level.
  • Review of calculations for all types of lifts.
  • Risk assessment in relation to health, safety & environment.
  • Supervision of critical lifts.
  • Planning of non-critical and critical lifts.
  • Assessment of personnel competence for lifting operations.
  • Experience in training and coaching.
Lifting Equipment Inspector For
  • General Lifting Equipment.
  • All types of Cranes (onshore & offshore).
  • Containers & CCUs.
  • Forklift trucks and stackers.
  • Winches and powered hoists.
ActivitiesHse
  • Define the HSE requirement for lifting activities.
  • Promote HSE Culture in order to prevent and reduce lifting incidents.
  • Review Lifting HSE statistics for affiliate on quarterly basis and report to OT/TL/OPS/LSO.
  • Perform the Lifting High Potential incidents analysis and ensure actions plan are implemented.
  • Participate in Lifting Accident and Incident investigations as required (Origin, cause tree analysis, corrective action deployment).
  • Implementation of Lifting KPI system in affiliate.
Technical
  • Provide technical assistance to all Affiliate mtiers (Drilling and Workover, Production, Logistics, Marine, Construction, Maintenance, and Inspection) for the lifting operations and equipment.
  • Provide technical support during procurement or hire of Affiliate lifting equipment or lifting service providers.
  • Review and approve Critical Lifting Plans and attend the lift when required or ensure suitable delegation for supervision.
  • Submit the lifting portfolio for lifting operations (LEVEL1) to OT/TL/TEC/SMA and OT/TL/OPS/LSO for review.
  • Provide lifting expertise advice to all RSES/RSES-D and project managers, organize and carry out lifting reviews and audits for each Affiliate sites and/or contractors on yearly basis.
  • Perform condition checks and fitness for purpose on lifting appliances/accessories, CCUs and evaluate their utilization on site.
  • Seeks assistance from OT/TL/OPS/LSO when CPLOs competencies are not sufficient.
  • Participate in all external lifting audits performed by OT/TL/OPS/LSO in their Affiliate.
  • Review and implement ways to continually improve energy management in line with ISO 50001 requirements.
Referential
  • Responsible for maintenance and development of methodology, rules, and instructions for lifting and handling operations.
  • Issue and maintain the Affiliate Lifting Management System documents.
  • Develop technical documents and procedures as per affiliate needs.
  • Participate in the process of lifting derogations requested by Affiliate for deviation of Company Rule.
Competencies & Resources Management
  • Define the competencies required to SLS (as applicable) and advice to RSES/RSES-D.
  • Assess personnel competencies to carry out lifting operations within Affiliate perimeter.
  • Define the lifting personnel training program if required.
  • Develop and maintain an EP Lifting Specialists network as a team member for regular communication with all entities CPLOs, SLSs, OT/TL/OPS/LSO and OT/TL/TEC/SMA.
  • Develop proper communication channels and define a clear Competence Management Plan for Affiliate Lifting personnel.
Organization And Communication
  • Review and advise Affiliate sites on Lifting Organization and Lifting Management System.
  • Develop and maintain a commercial relationship with lifting contractors (materials, software, and human resources ...) within Affiliate country or regional perimeter.
  • Create and maintain a Lifting Network within Affiliate perimeter.
  • Responsible of the communication of the routine lifting activities and campaigns within Affiliate.
  • Define common practices/tools and encourage their implementation within Affiliate.
  • Ensure market intelligence survey on lifting activities and equipment.
  • Represent the Affiliate in any platforms concerning lifting such as meetings, seminars, forums or as requested.
