HSE Manager

Job Description

HSE ManagerJOB PURPOSE: The HSE Manager will work to continuously improve the HSE culture and performance of the site and will ensure the robust implementation of Group HSE initiatives. The jobholder will hold local management accountable for a safe working environment.KEY ACCOUNTABILITIES:Policies and Procedures

• Create HSE procedures relevant to the site
• Actively participate in the development of Group HSE initiatives (analyse business data and trends to suggest improvements and new initiatives).
• Take ownership for the robust rollout of selected Group initiatives as directed by the Group HSE Manager (this will include delivery and development of support materials, including training material, to ensure a robust implementation at each site)
• Ensure existing HSE site documentation is up to date and available where needed and to those that need it
• Work with local management to deliver the business HSE KPIs
• Establish safe working methods and control of prevention techniques in coordination with involved departments / managers.
• Maintain Emergency Response plan for site.
• Ensure FPi PPE policy is embedded in local organisation;
• Develop annual SIP (Safety Improvement Plan) for site
• Support site in maintaining existing site HSE certifications (ISO14001/45001)
• Ensure that there is a working (inclusive) safety committee at the site and that minutes are properly collected and communicated

Training

• Plan, Develop and roll out appropriate HSE training for employees as required to ensure that safety general company and specific job safety requirements are well understood.
• Propose HSE training budget to execute the plan.
• Ensure there is a visitor induction package in place which must be delivered to all visitors before they access the hazardous areas (laboratory, factory and warehouse);
• Ensure there is a contractor HSE induction programme which must be delivered to contractors before they can work on the site;
• Maintain the HSE training compliance tracker & records of trainings provided.

Risk Management

• Ensure JTRA (Job Task Risk Assessments) and Work equipment Risk Assessments (WERA) are in place covering all factory including machineries, hazardous substances, laboratory, site service activities and control measures are appropriate to the risk;
• JTRA?s & WERS?s are reviewed at least annually.

Emergency Response & Crisis Management

• Ensure emergency response plan drilled at least annually (in coordination with the emergency services as applicable) to test the integrity of the plan.

Meetings

• Ensure there is a working Safety Committee on site so that employees have a forum to raise concerns;
• Conduct HSE meetings to review HSE performance at least monthly. Also attend Tool box talks.
• Conduct Management review meeting to evaluate the effectiveness of HSE management system.
• Attend monthly Group HSE forum meetings.

?Safety Equipment

• Ensure plan in place and working to ensure safety equipment is properly maintained (PPE, slings for cranes etc.)
• Provide tools and method to all employees
• Ensure all employees are provided with the correct PPE/safety equipment?s applicable to their job to enable them to work efficiently within the framework of FPi HSE Management system;
• Maintain a location plan for the firefighting equipment
• Audit and Refill First Aid boxes as required

Audit & Inspections

• Plan and Conduct HSE audits together with other plant representatives to measure the extent and effectiveness of the HSE system and identify improvement opportunities;
• Carry out Audits and corrective action follow ups with other sites as directed by the Group HSE Manager
• Plan and conduct HSE inspection to detect and mitigate existing potential accident & health hazards;
• ?Ensure welfare facilities ? canteens, toilets, changing rooms etc. ? are at expected standards;
• Raising NCR?s in case of non-compliance and ensuring their close outs with HSE-standards;
• Incident report analysis and Lesson learned Presentation
• Administer Hazard Reports, Near Misses and Incidents/Accidents reported.
• Ensure all accidents and incidents are properly reported to the Group HSE Manager (as soon as initial emergency has been made safe and within 24 hrs);
• Ensure all accidents and serious incidents are properly reported, investigated; root causes identified, and corrective actions agreed and implemented with the necessary parties;
• Lessons from incidents/ Hazard Reports/ Near Misses/Spills etc. should be analysed, reported and used as inputs into local safety improvement programmes and training programmes.

Legal compliance

• Identify, document, communicate applicable OHSE regulation and ensure country HSE practices are in-line with national and local regulations.

?HSE Objectives

• Actively participate in the development of HSE targets for the plant in conjunction with the Group HSE Manager
• Prepare and monitor HSE improvement plan/ strategy/ targets and control implementation of the agreed HSE programme at the site to ensure HSE performance is in-line with FPi targets.

Data Analysis

• Maintain a database for HSE accidents / incidents, waste controls, energy controls etc. to facilitate monthly reporting and analysis.

Other

• Participate in all HSE related activities as required by Group HSE Manager to achieve the Group initiatives.
• Undertake any other reasonable duties as requirement by the management.

SPAN OF CommunicationInternal: Group HSE-manager, HSE Officers/ delegates, Production Managers, General Managers, P&C Business Partner, All Line ManagersExternal: Representatives of Local regulatory bodies, Customers, End Users, Third Party Inspection Authorities, Sub Contractors, Suppliers and Auditors from Accreditation / Certification bodies.Job relevant informationResponsible for the control of HSE, inspection and auditing process to ensure compliance with HSE standards and identify unsafe acts, unsafe conditions and system non-conformances for corrective & preventive action.??
