Job Description

ORGANIZATIONAL CONTEXTThese jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.?JOB PURPOSETo provide support to policy and Programme activities that effectively meet food assistance needs.Under the direct guidance and supervision of the Head of Programmes and in cooperation with all Programme managers and supporting functions, the Programme Policy Officer will be responsible to support the implementation of WFPs Country Strategic Plan (2018-2023), the Financial Framework Review and the Corporate Results Framework through the below tasks:??KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide technical, project management support, and assist in the development and implementation of various activities and processes, ensuring alignment with wider programme policies and guidance.
  2. Prepare timely reports on programmes and activities that enable informed decision making and consistency of information from various sources and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control;
  3. Responsible for corporate performance management and reporting;
  4. Support accurate tracking of funds related to CSP formulation allocated to COs and RB and provide regular analysis and updates;
  5. Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities.
  6. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
  7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
  8. Manage the process of selection of Partners through a transparent and competitive mechanism.
ADDITIONAL ACCOUNTABILITIES
  1. Closely coordinate with WFP HQ Rome (Partnership division) and seek regular guidance on corporate FLA/partnership related matters.
  2. Providing updates to the Management on status of Partners, implementation, issues and challenges related to CPs.
  3. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials.
  4. Coordinate WFP?s inputs to the United Nations Partnership Framework (UNPDF).
  5. Act as the liaison with the Regional Bureau and Headquarters on any actions or information pertaining to the WFP Egypt operations and its Country Strategic Programme.6Act as the COMET (Country Office Tool for Managing Projects) focal point for WFP Country Office.
  6. Support communication aspects related to coordination between COs, Regional Bureau and Headquarters
  7. Support efforts to strengthen staff capacity in CO on all issues related to the formulation of CSPs
  8. Track CO progress within specified programmatic objectives;
  9. Responsible for the management of Field Level Agreements (FLAs), and Cooperating?Partners/Implementing Partners of WFP in Egypt
other specific job responsibilties
  1. Act as Secretary of the Cooperating Partner Committee (CPC) coordinates the entire process of review of proposals and budgets of Partners.
  2. Coordination with other UN agencies for joint Partners selection, budget segregation, joint CP selection, performance assessments for common activities.
  3. Analyze and propose new initiatives and bring forward innovative ideas to senior management for improvements in the NGO partnership portfolio.
  4. Provide guidance to the management on necessary changes in the agreements in line with corporate policies and procedures on Partners and agreements etc.
  5. Ensure proper documentation of all partnership related matters including budgets for the purpose of future audits and reviews.
  6. Strengthen partnerships by provide guidance to WFP CPs on the corporate FLA requirements, budget preparations, proposal developments and partnership requirements.
  7. Supervise the process of CPs Training Needs assessments, training arrangements and act as facilitator for the technical aspects of NGO partnerships.
