Job Description

OB PURPOSEThe Middle East and North Africa (MENA) Regional Bureau Cairo (RBC) oversees a vast area with some of the most critical humanitarian emergencies of our times. Over the past years, the cumulative effects of the crises in the region resulted in a sharp increase in WFP?s regional response requirements. Where markets and the financial sector are functioning, cash transfers can be an effective path to achieving food security and nutrition outcomes. The World Food Programme (WFP) uses cash transfers to empower people with a choice to address their essential needs in local markets, while also helping to boost these markets.The position of the National Programme Policy Office (CBT) will contribute to building the national institutional capacity in the regional bureau and will ensure coherent and continuous support to Country Offices (COs) in the region. Additionally, as part of the revised Business Model, this function will support the humanitarian-development nexus through the social protection enhancements.KEY ACCOUNTABILITIES (not all-inclusive)1.Contribute towards the development of the projects in the countries of the region using cash-based transfer modalities, plans, and processes, ensuring alignment with wider programme policies and guidelines.2.Provide project management support to cash-based interventions in the region, consistent with WFP standards and procedures.3.Support CBT Preparedness Measures in the RBC COs, in line with the CBT Business Process Model, covering the structures, assessments, and agreements with key partners.4.Work with the other CBT functions to undertake CBT Assurance exercises ensuring the right persons get the right assistance at the right time.5.Support the linkages of CBT and Social Protection as part of the humanitarian nexus through the application of CBT expertise into national systems.6.Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision-making and consistency of information presented to stakeholders.7.Liaise with internal counterparts to ensure effective collaboration and mainstreaming of CBT in the wider programmatic activities.8.Support the development of strategic partnerships with other UN Agencies, including UNHCR, UNICEF, FAO, OCHA, and UN Women including initiatives to increase sharing of information and experiences, carry out joint assessments and feasibility studies, produce joint guidelines, implement joint projects where appropriate, seek new opportunities for collaboration.9.Support the capacity building of WFP staff, partners, and the national government to prepare for and respond to food assistance needs using CBT as appropriate.10.Contribute to advocacy, information, and communication on cash and voucher-related issues, including supporting the development of briefings and training, as well as standard corporate reports.11.Perform other related tasks as required.
