TERMS AND CONDITIONSJOB TITLE: Head of Programme Cycle UnitTYPE & LEVEL OF CONTRACT:National Professional Officer NOCUNIT/DIVISION: Programme Cycle Management -Regional Bureau CairoDUTY STATION(City, Country):Regional Bureau Cairo, EgyptREPORT TO:Regional Programme AdvisorDURATION: 1 year, renewableJOB PURPOSEUnder the direct guidance and supervision of the Regional Head of Programme and in close collaboration with other functional units in the RBC, the Programme Policy Officer will act as the Head of the programme cycle unit, leading efforts to support country offices in developing their country strategic planning, budget revision and other high-level strategic planning documents to ensure alignment with corporate policies, United Nations frameworks and national strategies, and ensuring that country offices and staff across the region have the guidance and tools needed to design and implement effective activities.KEY ACCOUNTABILITIES (not all-inclusive)

  1. Contribute to the formulation of WFP-wide programme policies in line with both organisational strategy and the practical realities of operating in the field, translating programme policy into Regional/Country level practices and developing programme guidance and implementation modalities and operations to ensure a clear and strong connection between HQ, the regional bureau and field operations.
  2. Contribute towards the development of a wide variety ofstrategicdocuments such as countrystrategicplans and budget revisions, ensuring alignment withcorporateguidance, programme policies and guidance, to clarify ambiguities and ensure that programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance.
  3. Provide technical advice or mobilise technical expertise on programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies tosupportgovernment efforts to reduce hunger and malnutrition.
  4. Establish and maintain operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages andsupportadvocacy work, liaising with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
  5. Advise andsupportthe development of functional training in areas of expertise to enhance the capacity of WFP staff and partners to design and deliver effective food assistance programmes, particularly related to theories of change, WFP?sStrategicPlan, and otherstrategicissues related to programme cycle.
  6. Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.
  7. Lead the programme cycle unit, developing an annual workplan and budget, while developing a team and motivating staff to enable high performance.
  8. Other tasks as required.
