Job Description

ÿACCOUNTABILITIES/RESPONSIBILITIES:The Country Capacity Strengthening (CCS) Coordinator will be based in Cairo, Egypt and will lead the work in the WFP Egypt Country Office (CO) to develop a CCS strategy and identify strategic entry points, synergies and priorities for the COs enabling work including, through its SSTC portfolio. The CCS Coordinator will report to the Country Director. The CCS Coordinator will be required to advise on strategic decision-making processes to integrate capacity-strengthening principles and approaches into all aspects of the CO work. As relevant and appropriate, the CCS Coordinator will work in close collaboration with RBC and the HQ CCS Unit as well as all CO Head of Units/Subject matter experts (SMEs).The Egypt CO is seeking an experienced Country Capacity Strengthening Coordinator. The consultant is expected to do the following:

1. Prepare an inception report to set out the process, planned activities, key milestones, people involved, review points, what support is required to achieve the TOR deliverables and the proposed timeline. The consultant is expected to ensure wide consultation within the CO and field coordinators. The inception report will be shared and agreed with the CO Leadership Team.
2. Lead and coordinate an assessment of the capacity strengthening portfolio under the CSP, identifying what was done, what was achieved against its ambitions, challenges and lessons learned on what worked well and what did not work well, in close consultation with CO, WFP field coordinators, RBC and HQ. The consultant is also expected to consult and engage with key external stakeholders including the Government, key line Ministries and other stakeholders involved in institutional capacity strengthening including the WB, UN agencies, international NGOs, the private sector and key donors.
3. Lead a comparative analysis of capacity strengthening approaches targeting government institutions by other key agencies including UN agencies, WB, international NGOs, and the private sector and identify key approaches, their effectiveness, challenges, and opportunities and provide recommendations for WFP Egypt, based on the findings from the assessment of the capacity strengthening portfolio under (2).
4. Identify internal CCS capacity and capability strengths and weaknesses within WFP Egypt CO and provide recommendations to ensure an effective delivery of Strategic Outcome 4 based on findings from the portfolio assessment (under 2) and the comparative analysis (under 3).
5. Provide solid coordination, technical and managerial leadership on a broad range of strategically important and complex policy and programme issues related to capacity strengthening to support the CO team and the government efforts to reduce hunger and malnutrition.
6. Enhance WFP?s leadership status in different forums on capacity strengthening and expand its role from one of operational partner of choice to one of strategic capacity enabling partner- through direct participation and/or through the preparation and delivery of briefings, information products and other materials.
7. Support WFP focal points and relevant CO colleagues in their engagements with the Egyptian Government (i.e., Ministries) as well as other stakeholders (private sector, NGOs, etc.) and the development and negotiation of specific and tailored CCS strategies, approaches, and proposals.ÿ
8. Monitor and oversee the preparation and dissemination of timely analytical and critical CCS reports, publications, and a variety of information products (proposals etc.) for internal or external use in collaboration with Reporting and Communications functions.ÿ
9. Support the generation of evidence of CCS investments and results through real-time learning dialogues, reviews, and documentation in collaboration with the CO Monitoring and Evaluation Officer. Relevant information could include the nature of CCS investment and activities occurring across WFP Egypt and the outcomes being delivered versus baseline.ÿ
10. Support the development, testing and review of corporate CCS tools and guidance through the provision of insights and learnings in collaboration with the HQ CCS Unit (Operational Support Pillar).
11. Enable the CO to make use of the Corporate CCS Framework and Updated CCS Policy as well as tools such as the CNM to more effectively leverage requests for WFP support from the Egypt government and other national stakeholders.

2. Capacity strengthening portfolio assessment report and a PowerPoint presentation presented to WFP CO/Leadership Team.
3. Report on comparative Analysis of capacity strengthening approaches and presentation for WFP CO/Leadership Team.
4. Analysis of capacity strengths and weaknesses within WFP Egypt to be presented to WFP CO/Leadership Team.
5. Strategy for CCS work in Egypt based on findings and recommendations from the portfolio assessment and comparative analysis.
6. Establish WFP as a leading partner for government and other key stakeholders in the area of capacity strengthening.
7. Provide training and support to relevant CO staff to use WFP?s CCS Framework, updated CCS Policy as well as corporate CCS tools (i.e., CNM, toolkit 2.0).
