Job DescriptionUSAID s Quality Instruction towards Access and Basic Education Improvement (QITABI 2) is a five-year program seeking to improve learning outcomes for all students in public primary schools in Lebanon awarded to Word Learning. The International Rescue Committee (IRC) will lead the social and emotional learning (SEL) component of the program.. The SEL Project Manager will be responsible and accountable for the administrative management of the IRC components of QITABI 2, including organizing trainings and logistics. He/she will ensure that all activities are undertaken in a timely fashion, ensuring alignment with overall consortium objectives. He/She will be working in close collaboration with World Learning and other consortium partners.Specific Responsibilities:Specific responsibilities include, but are not limited to, the following:Project Operations Oversight and Management:? Overall leadership and coordination of operational management of IRC s SEL component of QITABI 2, ensuring timely and quality set-up, budget management, and support for implementation, monitoring, evaluation and learning.? Lead on the preparation and implementation of detailed program spending, procurement and work plans.? Create detailed work plans (including spending plans and budgeting).? Report efficiently and timely as per deadlines.? Manage budgets (budget forecasting, spending plans and budget follow-up) in accordance with consortium lead/ donor regulations.? Proactively collaborate with QITABI 2 leads, government stakeholders, and other partners to ensure efficient communication, collaboration, and achievement of SEL and the wider QITABI 2 outcomes.Grants Management and Reporting? Provide support to staff in their implementation of the workplan, fully achieving program objectives and targets? Produce/contribute to internal and donor narrative reports as per set schedules (weekly, monthly, quarterly and annually) on grant activities, indicators and achievements.? Ensure that the project undertakes continuous monitoring and evaluation so that activities are appropriate and based on a clear understanding of the problems, causes, contributing factors, and issues specific to activities? Work in collaboration with the M&E coordinator to ensure that monitoring and evaluation systems are developed (incl. indicator tracking sheets) and implemented in all programs, that activity, output and effect data are captured in an accurate & efficient manner, so project is continually tailored to optimize continuous quality improvement.Key Working Relationships:Position Reports to: SEL Technical CoordinatorPosition directly supervises: Consultants as required.Other Internal and/or external contacts:Internal: Regular communication with other consortium members and IRC Lebanon and HQ technical unit teams. Interacts with IRC internal departments, including operations, grant, finance, and technical teams.External: Coordinate with Qtabi 2 partners in consortium-related meetings and representation of IRC in QITABI 2, in absence of SEL Technical Coordinator.QualificationsEducation:? Master s/post-graduate degree in education or relevant field or equivalent combination of education and experience is required.Work Experience:? A minimum of 5 years in managing education programs is required in Lebanon.? Strong proficiency in budget management, grants management and reporting on USAID programs.? Monitoring and evaluation and research experience is highly desired.? Demonstrated experience working on donor funded consortium projects with similar scopes of work.? Demonstrated knowledge of USAID rules and reporting requirements.Demonstrated Skills and Competencies:? Demonstrated expertise in program management and implementation, monitoring and evaluation.? Proven track record in project management, specifically leading, managing, and mentoring staff-exemplifying good leadership and supervisory skills, teambuilding, and ensuring that roles and responsibilities within the team are clear.? Strong verbal and written communication skills.? Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGO s; ability to work with a broad spectrum of people.? Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.Language Skills:? Fluency in Arabic and English required.? Proficiency in French is an advantage.Working Environment : This position will be based in Beirut, Lebanon, with up to 30% travel within the country required.
