?8.1 PERMIT APPROVING AUTHORITY ??8.1.1 BASIC FUNCTION AND SCOPE ???? Shall manage PTW issues such as late permit issuance, timely approval of permits, safety of the ?work site under his authorized PTW and adjacent SIMOPS related activities ???? Shall Provide information to and make effective communication with Company Operations ?team. ??8.1.2 MINIMUM QUALIFICATIONS AND EXPERIENCE ?Shall have minimum 5-year experience in Refinery Operations Permit Approver role with Process ?Operations, Construction, Pre-commissioning, Commissioning, Start-Up towards handover to ?Owner? operations. ??8.2 PERMIT ISSUING AUTHORITY ??8.2.1 BASIC FUNCTION AND SCOPE ???? Shall be under direct supervision of respective discipline Area Superintendent/ Operation ?Specialist. ???? Shall manage all PTW issues such as late permit issuance, good coordination, timely approval of ?permits, safety of the work site under his authorized PTW coverage and adjacent SIMOPS ?related activities ???? Shall Provide information to and make effectively communicate with the Company Operations ?team. ???? Shall Report directly to Area Superintendent/ Area Permit Coordinator (Shall be responsible for ?ensuring safe work environment for those who are to execute activities under his authorized ?PTW Shall report directly to area Permit to Work Coordinator/ Permit Approving ?MINIMUM QUALIFICATIONS AND EXPERIENCE ???? Shall have a minimum of 5-years plus effective experience in Refinery or other high-risk Process ?Safety Management Complex Operations Permit Approver role with Process Operations ?including Major Project Construction, Pre-commissioning, Commissioning, Start-Up towards ?handover experience to Owner? operations. ???? Must have operated to International Best Safety Practices for Oil and Gas Permit to Work ?compliant with UK HSE, US OSHA or other equivalent standards as deemed applicable by ?Company HSE. ???? Must have experience within Arabian Gulf or other multi-cultural workforce, be structured, well ?organized and self-driven and able to communicate (written and spoken) well in English to a high ?level of competency. ???? Must have a background, experience, belief, and commitment in the Behavioural Based Safety ???BBS? approach to work ??8.3 LOTO AUTHORITY ??8.3.1 BASIC FUNCTION AND SCOPE ?The LOTO Coordinator will utilize Documents and drawings to identify the energy sources for the ?assets to be locked and tagged out, visit the process areas of the facility to locate the assets, gather ?appropriate information for locking out and tagging out the asset. ?MINIMUM QUALIFICATION AND EXPERIENCE ???? Shall have minimum 5-year LOTO experience in Refinery Operations with construction, pre-?commissioning, commissioning, start-up towards handover to Owner? operations. ???? Good Communications skills ??8.4 PERMIT COORDINATOR ??8.4.1 BASIC FUNCTION AND SCOPE ?Ensure all permit to work process is carried out in safe manner and in accordance with Owner Permit ?to Work system, LOTO system, Safe Work Procedure, and other related applicable procedures. ?Shall be Permit Approving Authority as well as Permit Issuing Authority if required. ?MINIMUM QUALIFICATION AND EXPERIENCE ?Shall have minimum 5-year Permit to Work coordinator? experience in Refinery Operations with ?construction, pre-commissioning, commissioning, start-up towards handover to Owner? operations. ??8.5 HSE COORDINATOR ??8.5.1.1 BASIC FUNCTION AND SCOPE ???? Shall be under the direct supervision of Company HSE manager/ BMP HSE Director ???? Shall provide health, safety and environment advice and assistance which includes, but not ?limited to; emergency response, hazard identification and risk management, incident reporting/ ?investigation, joint walkdown with contractors and trainings, to the project.???? Shall ensure that the owner HSE policy, procedures, and standards, which include audit/ HSE ?trainings/ incident reporting& investigation, are fully implemented, and maintain in project ?execution phases. ???? Shall oversee the management of contractor?s HSE programs ???? Shall assist the owner to identify/assess any foreseeable risk arising from the workplace and ?recommend reasonably practicable measures to eliminate and safe work procedure to control ?the risk ???? Shall have extensive knowledge in Bahrain rules and regulation, and international rules and ?regulations. ??8.5.2 MINIMUM QUALIFICATION AND EXPERIENCE ???? Shall have min BSc/ Diploma in process safety management or environment, health and safety ?management or risk control (for HSE Officer role) ???? Shall have min qualification in HSE related field such as NEBOSH (for HSE Coordinator role) ???? Shall have min 5-year experience in Oil and Gas or other high-risk Process Safety Management ?complex. ???? Must have experience within Arabian Gulf or another multi-cultural workforce. ???? Must have a background, experience, belief, and commitment in Behavioural Based Safety (BBS) ?approach to work.?
