By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.Referral Officer works in a healthcare setting where they assist the referral program by coordinating referrals project daily task and assist in regular reporting, medical appointments, and medical campaigns. They may also perform general administrative or clerical tasks such as answering phone calls and emails, follow up patients record, and verifying information before appointments.Referral Officer Duties and Responsibilities (Job description)Project Coordination:- Monitor, control and facilitate the referral activities for cases. Ensure a proper, quality of health services reaching the people of concern.- Assist in the close monitoring of project?s activities implementation, progression, expenditure monitoring.- Ensure the project activities alignment to time, budget, and donor requirements.- Arrange and conduct technical and coordination meetings with the donors, partners, and team members to facilitate technical matters, challenges, facilitators, or barriers affecting the project activities delivered to PoC?s.- Coordination with IMC and UNHCR implementing Partners, fellow agencies and NGO?s working in the field.- Assist in compiling Ministry of Health (MOH) financial commitments, grant managerial approvals and support the finance team with reports and approvals to resume the financial settlement.- Working with the project management to plan, design and deliver project activities properly, timely, resolve any upcoming challenge or problems.- Support in Developing and oversee the implementation of appropriate data collection and analysis methods for different project related purposes with the MEAL, Continuity of Care Record (CCR) system teams.- Carry out assessments, monitoring, and evaluation activities (baselines, mid-terms, end lines) as reflected in the project plan.- Ensure and encourage accountability to stakeholders and all parties involved in the projects. - Works jointly with MEAL team to continuously evaluate the care providing facilities services, smoothness, effectiveness, and quality of the project supported services.- Conduct Spot check visits to the project implementation sites regularly.Reporting & Data management1-Prepare and share monthly, quarterly, annual, end of project reports on the project activities and progress, share it with the managements, donors, local governmental entities.2-Prepare daily reports for referred cases, hospital admissions and mortality, COVID-19 cases reporting.3-Facilitate and/or dispatch data collection in the regional operations, including data collection methodology, data processing and data analysis.4-Ensure responses to report requests from local staff, partners, donors and headquarters.5-Liaise with management on new reporting requirements and procedures.6-Liaise with implementing and operational partners on data issues, participate in and/or organize inter-agency data groups at the Field level, and, if necessary, advise partners on methodological issues and promote timely reporting of data, according to agreed standards, for which they are responsible.7-Conduct data collection audits in order to ensure that no unnecessary data collection is occurring and to ensure that all necessary data is being captured.8-Engaged in invoices audit and claiming systems operations with the team.9-Record explicit data audit trails and metadata elements when calculating statistics, such that data sources, data quality and the methods of calculation are systematically kept.10-Develop new data collection and data analysis tools, including efficient data capturing forms.11-Create and maintain databases and spreadsheets that meet operational requirements.12-Convert, import and export data from systems as required.Supporting and Supervising- Supervision and support of Hospitals focal points.- Provide essential support to the referral projects sub-teams (Exceptional Care Committee, Audit team, Cash for Heath, Referral Finance, Hospitals Focal Points).- Provide essential support to the staff of other project partners and care providing facilities.Representation and Communication- Representation of the organization and projects by attending conferences, sectors and sub-sectors working groups meetings, meetings with management and donors to represent the projects, implementation processing and timeline.- Circulate all the project related protocols, guidelines, SOPs, and updates with the project team in the central hub and sub-hubs.- Conduct information dissemination, utilization with the concerned parties.- Contribute to organizational learning through the provision specific technical analysis, lessons learned and reportsCase Management:- Arrange and schedule referral appointments in the care providing facilities.- Follow up on the emergency and elective medical cases transferred from camps to affiliated facilities.- Contact hospitals and focal points of the referring agencies and service providing facilities to coordinate referral appointments, patient?s transportation.- Maintain patients? medical history and track progression, request, and compile patient?s medical reports with supportive documents from the project involved parties and provide it to the concerned team members, management, donors.- Arranged and work for medical missions (ex. Orthopedic, Ophthalmic, ENT health missions) funded by UNHCR or external donors through the firm coordination with UNHCR and working on beneficiary?s selection, setting appointments, arrange with hospitals, facilitate referrals and transportation for the beneficiaries from camps to the service providing facilities.- Follow up on referred cases and ensure the proper track of referral and referral forms hand-over by the camp staff, hospital focal points, private and public care providers.- Case management for cases who require extra attention and got special approvals.- Ensure proper cases tracking, status changing, accuracy, and quality of data on CCR jointly with the other referral team members.Referral Officer Skills and Qualifications* Bachelor?s degree in Medicine, Nursing, Pharmaceutical or paramedical or any related medical field..* Minimum of two years of total experience.* One year of relevant experience in NGO?s **Compl
