Monitoring:úÿUnder the supervision of the PQRSM, provides leadership and direction on MEL to ensure the projects achieve its goals and corresponding objectives and targets;úÿManage the monitoring activities and tracking of indicators for all JRF projects, by supervising the MEL team and providing the technical support and guidance;úÿOversees the development and implementation of the Monitoring and Evaluation Plan () to efficiently track, use and disseminate performance indicators and results over the life of the project, including routine service delivery data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluationsúÿLeads the development of data collection methodology and tools. Configure Kobo-collect software and ensure the use of the right tools, as well as the testing of new tools using Kobo and ensure usability of the tools before launching the data collection activity;úÿResponsible for ensuring timely and accurate data collection using a varied suite of tools, according to the log-frames and the Monitoring and Evaluation Plans (s) developed by the PQRSM.úÿEnsure regular presence of the MEL team in the field by conduct routine field visits to the various projects locations, and any required visits as planned with the M&E Manager, to ensure the quality of the monitoring activities, implementation and performance of CBOs, as well as support the team in data collection and tracking;úÿPlays a key role in the qualitative data collection methods (FGDs and KII) and make sure that standard operating procedures in terms of facilitation, note taking, preparing summaries, transcriptions, scanning and storage are applied;úÿSupervises the efforts for ensuring accurate and high quality data during the collection, entry and upload;úÿSupervises the efforts for performing the data cleaning and analysis, and keep the data quality log and the preliminary analysis (using pivot tables) up to date.úÿSupervises and perform data analysis and prepare regular projects? reports (Monthly, quarterly), as well as preparing the comprehensive high quality project reports that meet the foundation and donors? requirements (to be submitted to donors or for internal quality and accountability), and ensuring meeting the deadlines;úÿResponsible for coordinating and finalizing the program?s monthly reports (to be prepared with the ME under the same program) and sharing it with the programs and addressing feedback;úÿIn collaboration with the PQRSM, provides the MEL team with daily follow-up and support on the data collection efforts for monitoring activities, including organising logistics and liaising with other department/program staff.úÿEnsure that the MEL team provide regular verbal and written feedback on field observations and monitoring findings to the PQRSM and relevant program staff and follow up on actions taken;úÿPrepares reports in Arabic for projects/activities as agreed with PQRSM;úÿPrepares info-graphics that summarize project/program?s achievements;úÿBuilds and maintains good working relations and collaboration with staff/ departments, to ensure proper communication of the projects? results, and concerns, in addition to be updated on the projects? activities and plan.úÿOther tasks as assigned by the PQRSM.ÿEvaluation and Learning:úÿIdentifies red-flags in projects? implementation, delays in progress and/or loq quality results, and report it back to the relevant staff to ensure the documentation of issues and actions;úÿFacilitates data collection for larger assessment activities and projects, and supports in data cleaning of the projects? baseline, mid-line and end-line assessments carried out in the various projects locations.úÿPrepares lessons learned and recommendations reports and presentations, to facilitate the learning process across departments of JRF. And make sure that a consistent program level report is prepared every year, by coordinating this with the MEL staff working under the same program (CEP, CSP, TCD).úÿOrganizes learning workshops for all JRF projects, as a mid-line exercise and end of project exercise.ÿData Management and Coordination:úÿIn collaboration with the IM team, perform data quality check on the data entered by the program staff into JRF Information Management System;úÿCrosses checking the projects fact sheets prepared by the IM team, and highlight any concerns in the quality of data, reporting or percentage achievement against the project?s outputs.úÿResponsible for timely sharing of the program?s fact sheets on monthly basis;úÿResponsible for cross-checking the numbers provided in the program?s summary sheets, as prepared by the IM Senior Officer;úÿSupervises the MEL team in ensuring up-to-date work-plans, and proper tracking of MEL activities, beneficiaries and follow-ups;úÿEnsure documentation of all project documents including but not limited to log-frames, ?s, trackers, data analysis sheets, quality logs, and draft and final reports, by uploading them into the Shared Folder as agreed with the PQRSM;úÿUnder the guidance of the IM team, understands the concept of SQL, and Azures and covers for the IM team during their absence.úÿEnsure that implementation of field activities adheres to JRF?s monitoring and evaluation systemúÿTo supervise regular data collection through implementing partners (CBOs) to ensure quality of the data by random verifications and validations in coordination with the program staff.úÿIdentifies and refer/report individuals with special needs, protection concerns, and any problems with JRF services to the PQSRM and relevant program staff.ÿManagerial Responsibilities:úÿConveys organizational strategy to the team, sets department and individual targets and provides leadership direction to achieve goalsúÿEvaluates performance of team members, provides feedback on an on-going basis, identifies development needs and coaches them to ensure on-going capability developmentúÿOversees the identification of training needs and organization of trainings for the function on various aspects on which relate to the responsibilities of the role holdersúÿActively participates in assignments and ensures timely dissemination of information as requested by Executive Management.
