On a day-to-day basis the HR officer carries out a variety of HR functions required to ensure all HR and administration needs of the programme are met. All activities are carried out in line with Medair policies and procedures and according to any applicable donor, HQ, field or government guidelines.PROJECT OVERVIEW:In Jordan, approximately 85% of Syrian refugees are living in host communities and informal tented settlements where they are renting accommodation and trying to survive without the level of services offered in formal camp settings. Medair is working to help support host communities and refugee families who are not living in camps through providing cash, NFI, shelter, health and nutrition support to meet essential needs of the most vulnerable and increase their protection and resilience.FUNCTIONAL LINKS.Internal:All Medair Jordan national and international staff.External:Other NGOs, Social Security, Ministry of labour.DELEGATED AUTHORITY:Main ResponsibilitiesHR and Admin:* Ensure that all HR related tasks are conducted in full compliance with Medair?s HR?s policies, regulations and standard operating procedures.* Manage staff monthly payroll system, prepare monthly payroll and ensure compliance with relevant regulatory bodies.* Process, verify and maintain personnel related documentation, including employment contracts, recruitment, training, disciplinary, performance evaluations.* Double check the submitted timesheets and prepare and submit the labour reports on Portfolio.* Provide the Auditors with the requested documents.* Preparing of all kinds of HR documentation like contracts, amendments, etc.* Process all administrative activities related to health insurance such as claims follow up, adding and removing employees and other related tasks.Trainings:* Provide information about training/courses for nationally recruited staff that are relevant to their roles based upon programme needs, in addition to supporting line manager(s) in identifying training needs.* Organise inductions for nationally and internationally recruited staff and co-lead induction workshops.Recruitment:* Assist the senior management team in creating recruitment and staffing plans for the various programmes? teams.* Facilitate all recruitment processes including maintaining updated job descriptions, advertising vacancy announcements, screening applications and coordinating interviews with short-listed candidates.* Create and maintain a pool of qualified candidates for future recruitments - Create comprehensive induction plans for new employees to ensure they seamlessly integrate into their new teams.* Create and maintain a database to track contracts? duration and prompt project. managers in advance of the expiration of contracts to determine the appropriate action. (renewal, extension or termination).* Organise inductions for nationally recruited staff. Communication: * Ensure Medair?s compliance with all domestic laws including the Jordanian Labour Law and Social Security regulations, and ensure that the senior management team are abreast of the latest official and formal communiques, decisions and newly instated laws and regulations that are relevant to the work of the organisation.* Support in organising staff meetings and training.Other:* Supervise the maintenance of a health working environment* Conduct other reasonable tasks as required, e.g. supporting visitors to Medair projects.PERSON SPECIFICATION:QUALIFICATION / EXPERIENCE:QualificationESSENTIAL:* Bachelor?s Degree in human resources or any related field or have relevant experience to the role. * Excellent communication,interpersonal skills and cross cultural understanding.DESIRABLE:* Good presentation skillsWork experienceESSENTIAL:* At least two years professional experiences in HR sector of which at least 1 year. with an international NGO.* Good knowledge of Jordan Labour law and other relevant legislation.* Experience with payroll systems.LanguagesESSENTIAL:* Excellent Arabic* Excellent English in writing, reading and spoken.ITESSENTIAL:Proficiency in Windows and the Microsoft Office applications.COMPETENCIESMotivationESSENTIAL:Highly motivated, proactive, honest and trustworthy.DESIRABLE:Self-initiator.AdaptabilityESSENTIAL:Flexible approach, open to change, can work under minimum supervision.
