Job Description

Action Against Hunger (ACF)ÿis an international non-governmental organization working in more than 40 countries in the fields of nutrition, food security and livelihoods, water sanitation and hygiene, and care practices. ACF is looking for its program in Jordan forÿFinance ManagerWorkplace:ÿAmman, JORDAN with movement to other Action Against Hunger offices in the countryPosition Overview:ÿSet up financial, accounting policies and procedures. Ensure sound accounting, financial management according to the procedures of Action Against Hunger financial and management framework , for an optimum support for the programmes.Responsibilities:1) Accounting and Internal Control.

  • Validate payments voucher and cash advances and provide financial review on the supporting documents.
  • Ensuring the comprehensiveness and precision of general ledger and the correct budgetary charging of expenses
  • Allocating properly the expenses according to the financial plan and budgets forecast
  • Assist in defining and devolving financialÿStandard Operating procedures.
  • Assist with the follow-up and resolution of external audit and Internal Audit findings.
ÿ2) Cash Management and Treasury forecast ÿ
  • Implementing the Cash Management Procedures and ensuring they are respected.
  • Oversee bank account management (opening/closing accounts, authorized signatures, MoPIC approvals)
  • Cross check and validate the treasury forecast on a bi-monthly basis and monitor timely cash transfer to the field offices.
  • Review and validate the expenditures and ensuring they are in line with the forecast prepared.
  • Analyse discrepancy between cash projection and budget forecast and put in place corrective measures.
3) Budget Management and Reporting.
  • Responsible for preparation the monthly budget follow-ups (BFU) and participate in the monthly BFU meeting.
  • Control and monitor financial risks, prepare the required amendments accordingly (extension, no cost extension, budget revision)
  • ensure the implementation of the donors financial regulation and update the budget managers accordingly.ÿ
  • Draft and prepare financial Interim and Final reports for validation.
4) Team Management and capacity buildingÿ
  • Evaluating the performance and developing the skills of the team members
  • Develop the capacity of the finance team to ensure that a good standard of financial management is maintained.
  • Providing training and technical support to financial and non-financial staff regarding financial procedures and internal controls.
  • Undertake financial training of budget managers, to assist them in enforcing financial controls and making decisions based on financial reports.
5) Partners Financial Management
  • Ensure Action Against Hunger and donors procedures are known and implemented.
  • Participating in the process of selecting partners and validating the financial risk analysis provided.
  • Promote and ensure financial collaboration and coordination with partners.
  • Defining with partners the modes of financial and budgetary management in the framework of joint projects.
  • Validating the financial and budgetary aspects of partnership conventions and agreements.
  • Review financial report submitted partners and assures that it is in accordance with donors requirements and processes.
  • Provide trainings to the partners on the internal procedures and requirements.
6) Fulfil general responsibilities and contribute to broader Action Against Hunger Jordan operational quality and consistency
  • Maintain the confidentiality of all sensitive information at all times.
  • Perform other job-related tasks as requested by the supervisor.
  • Commit to and comply with the organization?s gender, age, and diversity principles and policies (working with people, communication)
  • Support on the implementation and the promotion of gender, age and diversity principles through daily activities and or through the management of their teams (Managing performance & development)
