M‚decins Sans Frontires is running a reconstructive surgery program in Amman, which opened in 2006, is giving access to reconstructive surgery (orthopedic, plastic and maxillo-facial) to war wounded people and providing comprehensive health care. MSF aims at identifying and referring patients from neighboring countries (Iraq, Yemen, Syria, and other countries with conflicts) then ensuring their medical follow-up after discharge. M‚decins Sans Frontires Reconstructive Surgery Hospital in Amman is therefore recruiting a (1) Data manager ? Health information system DIMENSION OF THE POST Reconstructive Surgery Hospital ? average of 550 admissions per year Around 1000 surgeries annually, 63 surgical beds and 156 rehabilitation beds (RC and hotel), 2 OTs for orthopedic, maxillo-facial and plastic surgeries, OPD with in average 550 consultations / month The hospital provides physiotherapy, mental health support, 3D, pain management services and runs an antibio-stewardship program as well as microbiology lab. THE JOB Defining, coordinating and monitoring all data related activities including data collection, analysis, reporting, utilization, information and patient flow, and monitoring and evaluation processes for Hospital Information System / Electronic Medical Record according to MSF protocols, standards and procedures. Ensuring quality medical care for patients and strengthening clinical services by processing raw data to improve problem solving, decision making, and care delivery. SPECIFIC ACCOUNTABILITIES Due to the sensitive nature of data under his/her supervision, the data manager is expected to maintain strict patient confidentiality at all timesInformation Management and Quality Assurance* * Provides technical support to routine data collection / entry using the EMR system and any other specific databases utilized by the hospital team* Develops standard operating procedures on data entry, data quality assurance, and report generation and interpretation* Contributes to the quality of data entered in terms of minimizing missing or incorrect data and measurement errors and implementation of data quality assurance procedures* Collects and documents best practices to facilitate decision support for clinicians and other end users.* Manages the production of weekly, monthly, quarterly, and annual reports while ensuring that outputs from the HIS can be used effectively for improving clinical care as well as for monitoring, evaluation, research, and quality improvement of core activities* Performs additional statistical analyses and interpretation as requested by RSH management, clinical and nursing teams* Safeguards assets by planning and implementing disaster recovery and backup procedures and information security and control structures* Establishes appropriate data security provisions and protocols to enable access to and maintenance of patient medical and administrative information* Organizes and leads Health information system committee.* Is in charge of archive room and medical records management, with support of medical data processing officerProject Management and Data Analysis* * Conducts and maintains the HIS project plan and manages its associated budget and all other related tasks to formalize activities and responsibilities* Work with clinical and non-clinical staff to map workflows and processes and identify requirements for improvement of data collection, reporting, and utilization* Creates high-level functional requirements and works with the e-Health unit to translate any requirements into actionable release plans* Facilitates communication between internal and external stakeholders and end users on scope requirements and on optimizing and maintaining the use of the hospital information systemTraining* * Develops and coordinates the training policy and training plan regarding HIS, for all hospital staff (clinical and non-clinical)* Facilitates on-going training support* Facilitates the development of end user training materials and support structure for the use of the system along with application support staff* Ensures development and testing of all related documentation and manualsInvolvement in patient-centered care (PCC)* * Participates in meetings or working groups related to this topic* Provides data to help support decisions or initiatives related to PCC* Supervises functioning of patient-complaint mechanism and organizes and leads patient-support committee* Runs the patient surveys with support of data processing officer, analyses and presents resultsTeam Management* * Supervises and organizes, and checks the work quality of the Data processing officer PROFILE * Secondary education or qualifications in paramedical fields i.e. epidemiology, public health, medical statistics, or other related field.
