UN Women Jordan Country Office supports the Government of Jordan to implement global norms and standards on gender equality and women?s empowerment; promotes women?s economic empowerment; and implements a resilience and empowerment model for Syrian refugee women and vulnerable Jordanian women. The country office is implementing its Strategic Note for the period 2018-2022 and is prioritizing coherence and interlinkages across its projects and programmes under these three pillars. This requires effective implementation, monitoring and reporting on progress and results and coordination with key stakeholders in government, civil society, the private sector, and the international community.Commitments to promote gender equality need to be backed by adequate funds and systematically monitored for progress in reducing gender discrimination. Yet there is a disconnect between such commitments and allocated funding in many national budgets, including in Jordan. To bridge this gap, UN Women, the Ministry of Planning and International Cooperation (MOPIC) and the Jordanian National Commission for Women (JNCW) have been working with national partners to implement gender-responsive budgeting (GRB).To this end, the proposed Project aims to reduce gender-based inequalities by strengthening and operationalizing GRB in Jordan. Key partners will be MOPIC, JNCW and the General Budget Department (GBD) within the Ministry of Finance (MoF), and the four pilot ministries for GRB implementation in Jordan: Ministry of Health (MoH), Ministry of Education (MoE), Ministry of Labor (MoL) and the Ministry of Political and Parliamentary Affairs (MoPPA).The expected results include the Government of Jordan (GoJ)?s adoption of effective national mechanisms to track and increase allocations for gender equality and inclusive development. Specifically, it foresees GRB being piloted in four sectoral ministries as well as being fully integrated within the national budget cycle, from preparation to monitoring. Key stakeholders and policymakers will acquire the capacity to develop, implement, monitor and evaluate policies and budgets by applying gender-responsive budgeting tools and guidelines. By applying a gender lens and tracking gender funding allocations, national programmes and budgets will become more inclusive, feature gender-sensitive performance indicators and promote gender equality. Strategic planning and programming will be more based on gender-disaggregated data, and women?s groups and civil society organizations (CSOs) working on women?s rights will be more able to engage in effective advocacy in this domain.As part of supporting the implementation, aligning the public resources with gender priorities relevant to women?s economic empowerment, and establishing the accountability mechanism, UN Women has been working with JNCW and General Budgeting Department (GBD) of the Ministry of Finance towards advancing the Gender-Responsive Budgeting (GRB). UN Women plans to provide further support to strengthen policy work and build the capacity of the national partners to institutionalize a GRB approach into the central national budget process and at line ministries, for the implementation of national frameworks relevant to gender equality and women?s empowerment, monitor the progress achieved, and address the identified gender gaps.Objective of the Assignment:The main objectives of this assignment are to support the Ministry of Planning and International Cooperation (MOPIC) to strengthen the national coordination efforts and provide technical support to all pilot ministries and Gender Budget Department (GBD) to implement the Gender Responsive Budgeting Programme funded by AFD.BackgroundDuties and ResponsibilitiesUnder the overall guidance of GRB Programme Specialist and Programme Management Specialist, and in close coordination with MOPIC, the National Coordination Officer will be responsible for the following duties and responsibilities:- Coordinate and facilitate the development, implementation, and monitoring of the AFD financed projects in Jordan, prioritizing the DPL for PFM-GRB;- Support UN Women to organize the coordination and technical meetings, and workshops and trainings with pilot Ministries and GBD under GRB programme including sending invitations and leading official communication in coordination with MOPIC;- Support the coordination for GRB programme steering committee meetings;- Liaise with the AFD office in Jordan on aspects of Jordanian-France Development Cooperation Projects.- Establish and maintain effective communication with the focal points of the DPL PFM-GRB at the beneficiary institutions and relevant Jordanian ministries (Ministry of Health (MoH), Ministry of Education (MoE), Ministry of Labor (MoL) and Ministry of Political & Parliamentary affairs (MoPPA)).- Support in the communication and briefings in the scope of appraisal missions (appraisals, monitoring and evaluation), ensuring the alignment of GOJ policies and programs (communication via Country Directors and Portfolio management).- Support in procedural aspects, and facilitating processes defined for Implementation agreements, procurements, etc.- Support MoPIC in obtaining all requested internal Jordanian approvals needed for signing agreements with AFD as well as achieving readiness for disbursement, and delivering all requested documents needed for disbursement requests.- Updates on any new relevant procedures at MoPIC.- Follow-up on commitments resulting from the implementation of funding agreements.- Assist Head of European Relations in any efforts to facilitate processes etc.- Other tasks as requested by the Head of European Relations at MOPIC.DeliverablesMonthly timesheets and brief progress reports about implemented activities and achieved results with supporting documents (desk review, summary of strategic meetings, training reports, other materials) submitted every 5th of the month.Final report about the achievements, lessons learnt, and recommendations submitted by 25 October 2024.All monthly reports and final report should be submitted in English language.CompetenciesCore Values:?
