Job Description

About The Role:To efficiently manage procurement activities, ensuring timely acquisition of quality goods and services at competitive prices, while maintaining supplier relationships and optimizing cost-saving strategies to support organizational goals.Knowledge & Skills:

  • To coordinate with the End Users in the development of yearly procurement plans
  • Prepare Request for Expression of Interest and/or Pre-qualification to the potential bidders, assist in evaluation of responses and prepare Bidders Lists local and global.
  • Examine scope of work and other information provided by End Users and/or consultants for completeness and consistency.
  • Prepare comprehensive ITT packages using standard forms and coordinate issuance to approve bidders.
  • Coordinate pretender meetings and site visits with bidders, as required.
  • Prepare all correspondence to bidders during the bidding period with necessary input from End User, where required.
  • Perform evaluation of unpriced commercial aspects of the technical bid and evaluation of commercial bid
  • Prepare recommendation for award and Letter of Award
  • Maintain computerized or manual records (Purchase Order logs and Purchase Order files)
  • Negotiate terms and conditions and formulate contract document(s) conforming agreed changes to the ITT package.
  • Perform contract administration activities - bank guarantees, insurances, invoices, etc.
  • Provide contractual advice to End Users and prepare contractual correspondence.
  • Review and evaluate variations and claims, prepare recommendations for approval of management, and prepare contract amendments, as required.
  • Perform close-out of contractual matters upon completion
  • Manage the expectations of the End User in timely processing of tender requests through constant and pro-active engagement.
  • Liaise with the bidders and contractors in a courteous, yet professional manner and in line with company policies.
  • Ensure compliance with procurement policies and procedures.
  • Implement cost-effective solutions by devising appropriate tender strategies
Required Qualification:
  • Bachelors degree (Mechanical Engineering or Diploma an advantage).
  • Certifications in Supply chain and contracts an advantage.
  • Fluent Written and Spoken English is essential, Arabic is preferred.
  • Typically requires 10+ years of experience in procurement or purchasing roles for the Offshore Marine sector.
