Job Description

Job Purpose:The Legal Advisor is responsible for providing legal advice and recommendations to all sectors, directorates, departments and sections on legal, regulatory and corporate governance matters and support negotiations of a legal and regulatory nature, as well as ensuring DoE remains compliant with regulatory and legal requirements.In addition, the Legal Advisor is responsible for supporting the drafting of legislations, regulatory instruments and corporate governance frameworks developed by the relevant directorates at DOE. The Legal Advisor is also responsible for reviewing the draft legislations received from other government entities. It is also the responsibility of this role to review and propose amendments to any existing legislations, regulatory instruments and internal policies and processes in line with the DOE evolving policies, strategies, and regulatory and governance frameworks. The role will work closely with different DOE directorates and the Abu Dhabi and federal government entities to ensure that proposed legislations, and regulatory and governance instruments are understood and accepted.Job-specific Responsibilities:? Review and assess the legal impact of all applicable laws and regulations, including changes to these, and identify actions to be undertaken by the organisation as a consequence.? Review and prepare legal advice and recommendations to support, endorse, prepare or finalise any document requiring legal and regulatory input, including but not limited to agreements, contracts, memorandums of understanding, licences, government reports and tender documents to ensure legal soundness and protection to DoE.? Monitor compliance with statutory obligations and provide advice to the management accordingly to maintain compliance.? Provide advice and assistance to DoE leadership, management and any other directorates to support the resolution of any legal disputes.? Provide estimates and review any potential financial impact and probability of damages in case of legal disputes and provide support and advice to DoE leadership and management on how to mitigate risk.? Support the development and standardisation of the sector legislative framework, which keeps up-to-date with new laws and regulations.? Work closely with the relevant stakeholders to support the drafting of legislations, regulatory instruments and corporate governance frameworks developed by the relevant directorates at DOE, ensuring that legislations are developed in line with the legislative frameworks and that the proposed legislations achieve the policy objective in a legally effective manner.? Provide legal advice and support to the different DOE directorates with regards to laws, legislation and regulations that impact the energy sector.? Ensure legislation developed complies with UAE laws and regulations by studying existing and new legislations, anticipating future legislations, enforcing adherence to requirements and advising DoE leadership and management on required actions.? Communicate with the Government and relevant entities regarding passing through draft legislations into a law, following the necessary legal process.? Review legislation including existing legislations to ensure they are effective, accessible and relevant.? Draft internal legal and legislative memos as required for the relevant directorates and departments within DoE.Job Requirements:? Bachelor?s degree in Law? Master?s Degree in a relevant discipline (desirable)Minimum of 15 years of experience, in a relevant field related to Energy Sector
