DeputyProject DirectorAbu Dhabi, UAEParsons is looking for an amazingly talented DeputyProject Director to join our Abu Dhabi team! In this role you will support the Project Director in leading a team of professionals and provide direction and management for every phase of a major road, bridge and tunnel infrastructure program to assure on-schedule completion within or below budget and in accordance with contractual obligations.What Youll Be Doing:

• Act as the Company representative with the client and selected subcontractors during the program execution when required.
• Negotiate changes to the scope of work with the client and key subcontractors.
• Responsible for following up on instructions and commitments associated with the project.
• Participate in negotiations with regulatory agencies and in public meetings in support of clients.
• Oversee establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
• Establish the program requirements for all areas of the project, and monitors the draft and final deliverables for adherence to these criteria.
• Assist Project Director to Plan, direct, supervise, and control the execution of all business, technical, fiscal, and administrative functions of the assigned project.
• Assign responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths.
• Provide input to performance reviews and development plans for subordinates. Field responsibilities may include labor relations, local procurement and payroll operations, etc., if required.
• Mobilize company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
• Discuss the qualifications required of the key project positions in specific detail with the profit center and department managers.
• Work with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project.
• Ensure that the project meets or exceeds goals established in these plans.
• Work with the key project individual to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work.
• Support the Project Director in maintaining current and timely change orders.
• Promote technical and commercial excellence on the project through application of Quality Assurance processes.
• Monitor and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule.
• Establish weekly meeting to review project status and formulate action items.
• Perform other responsibilities associated with this position as may be appropriate.

What Qualifications/Skills Youll Bring:

• Bachelors degree in Engineering from a reputable institution
• Minimum 20 years of experience in program management, including supervisory/managerial experience
• Ability to be Client facing and mange numerous internal and external stakeholders
• Prior experience leading large scale roads, bridge, tunnel and associated infrastructure projects is required
• Significant managerial experience of a large group of project managers, Engineers, Designers, and technical support personnel
• Professional Engineer registration with active membership in a professional engineering is preferred
• Proven ability for managing a large group of engineering/technical personnel
• Directing work involving complex technical situations
• Excellent written and oral communications skills
• Thorough knowledge of industry practices and regulations are required
• Possess a thorough knowledge of current technology and the capabilities and efficiencies of specific engineering software for use in completing engineering assignments.
