Job Description

Parsons is now hiring a Commercial and Contracts Director with full project lifecycle experience on a major multi-year roads and infrastructure project.Put your commercial management, contract management, procurement and quantity surveying expertise to work in managing and leading a commercial team, including an Independent Cost Consultant, to deliver the project as part of the Project Control Consultant team using a collaborative delivery model approach against Key Performance Indicators (KPIs) and a specified end date for project delivery. The project is an upgrade of existing and the provision of supplementary major infrastructure to be undertaken at six (6) distinct and separate locations in an existing urban/city right of way.Qualifications / Requirements / Experience:

  • Bachelors degree in Engineering, Quantity Surveying and a post graduate qualification in Construction Law would be an advantage
  • 20+ years of experience is required with 8+ in the MEA region
  • Professional registration with an industry standard organization in the commercial field - RICS or equivalent
  • Experience in PMO/PMC projects in a multidisciplinary and collaborative environment
  • Astute written, oral, negotiation, cost reporting and general presentation abilities
  • Ability to interact ,establish and maintain professional relationships at senior stakeholder and management level with all parties
  • Hands on management and leadership skills in a proactive and pre-emptive project environment
  • Full project lifecycle experience - pre-contract, post-contract and project close-out
  • Requires a comprehensive knowledge of industry business practices, industry standard and client specific prime contracts and the drafting of special or particular Conditions of Contract as they apply to the project
  • Contract claims adjudication, determination and recommendation experience across multiple contract, subcontract and subconsultant packages
  • Experience in Mediation and Dispute Resolution between the parties in a project
  • Working and functional knowledge of PC software packages typically associated with contract administration and contract documentation management.

  • Procurement / Tender Management including evaluation and recommendation to the Client

  • Project Final Accounts
  • Project Close-Out including Final Turnover Documentation
Other Activities
  • Provides commercial guidance to the Client and assigned personnel and ensures proficiency and timeliness of contract administration.
  • Makes staffing assignments and reassignments as Company and project needs arise. Recruits, interviews, and evaluates prospective employees.
  • Collaborates with division and project management to ensure proper support contract negotiations and administration.
  • Reviews requests for proposals to identify risks and contractual terms not conforming to Company policy.
  • Maintains an active participation in related professional societies to keep abreast of relevant contractual issues.
  • Performs other responsibilities associated with this position as may be appropriate.
