Role PurposeOur client is soliciting applications for a Master Planning Senior Manager for its Proponent Departmentthat is tasked with the coordination for masterplans and assets for The Project, which constitutes thedevelopment of a new city. These are underpinned by the highest ambition in terms of offering quality of lifeto its residents whilst providing a paradigm shift for what defines a world-class environment. The projectfurther sets out to become a model development for how future cities should be designed, delivered andoperated.Key Accountabilities & ActivitiesThe Master Planning Senior Manager will be a key member of the Company?s Proponent?s DesignCoordination Team, including all subordinate Structure Plans and Local Plans. This role will be directlysupported by technical and management experts from within The Project Proponent?s Team and by externalconsultants that are engaged by the Company. Other organizations will provide legal expertise, economics andfinancial inputs as required.Due to the importance of the project and the desire to progress to implementation expeditiously, the MasterPlanning Senior Manager needs to have a proven track record of delivering large scale master planningprojects and be familiar with fast-track methods of planning, design, procurement and construction toaccelerate the delivery of the overall Project.Background, Skills & QualificationsKnowledge, Skills and ExperienceWorking and collaborating within the Company?s ? The Proponent?s ? Real Estate Development Team, UrbanPlanning and The Projects Department, the role will require design leadership, project management andassist with the management of The Proponent?s master planning development from inception to delivery andhandover, including interfaces with related infrastructure assets.QualificationsB.S. or master?s degree in Engineering/Architecture or related discipline.Responsibilities (Non-Exhaustive)?Work closely with The Project Proponent?s, Design Coordination Director and Managers, utilizinghis or her extensive master planning experience to ensure all packages are reviewed andapproved by Company?s Sectors and Departments before submitting for approval.?Capitalize on extensive knowledge and experience in development of concept and detailstrategies, development programs, as well as business cases to review and endorse all stagesof project proposal before proceeding to subsequent master planning phases.?Coordinate with all Company?s Sectors and Departments to ensure that their specific reviewcomments and recommendations are addressed, incorporated, and closed out in therespective concept strategy and design deliverables cycles, with appropriate sign-off by allparties.?Ensure all design packages related to the Regional Plan are comprehensively reviewed andany design/constructability issues are identified and resolved through consultation withcounterparts on Urban Development (UD) and Projects teams.?Support Proponent Directors and Company?s Urban Planning (UP) to develop and implementdesign governance process for all elements of the Regional Plan and provide feedback toDesign Coordination Director on effectiveness of process and areas for improvement.?Actively participate in the preparation and review of design briefs and scopes of work, frommaster planning to conceptual design to detailed design, through close coordination with UPand Sectors.?Utilize in-depth knowledge and experience to liaise with UP team to endorse an agreed designschedule, to ensure all reviews are expedited, in-depth and returned to designers in optimumtimeframe.?Manage interfaces between managers/review teams to ensure strict adherence to the agreeddesign schedule and develop a recovery schedule as contingency as and when required.?Coordinate with UP to establish the Engineering/Architectural/Sustainability and otherdiscipline design guidelines, standards and codes, to ensure compliance with internationalstandards and Company?s vision and theme and communicate these guidelines to all projectstakeholders.?Extend support, including technical guidance, planning and logistical information, to UD fordesign competition bids and tenders.?Coordinate with UP team to develop and implement design review KPIs and champion theirimplementation across all review activities.?Participate in the recruitment of suitable, qualified Engineers/Architects/ Urban Designers tothe Proponent Representative team, if required, and support recruitment activities across theorganization.
