Job SummaryThe Proposal Manager leads the development of technical and commercial proposals for the Architecture & Planning across the organization. The jobholder leads and manages a team of Proposal Engineers throughout the entire proposal development life cycle from supporting the tender participation decision process, coordinating pre-qualification requirements to developing competitive technical and commercial proposals in a timely and cost-effective manner. The jobholder coordinates across functions and departments in the organizations to seek input from subject matter experts during the proposal development stages, as needed.Key ResponsibilitiesManage the development of proposals for Architecture & Planning design projects, including technical and commercial proposals in close coordination with the Senior Manager - Proposals, as neededSupport the Director - Proposals with the review of RFPs, identifying potential project and contractual risksCalculate high-level project delivery costs and price estimates prior to the development of proposals based on market intelligence and experienceWork with the Director - Proposals in aligning on project delivery model and bid strategies for proposals with design Department Heads, Section Heads, and Resident Managers, as neededDevelop method statements, project approaches and scopes for proposals for Architecture & Planning design projectsDevelop project timelines, including work breakdown structures, resource allocation, etc. for proposalsOversee the collection and consolidation of design staff resumes, project references and other required information in the required formats for Architecture & Planning design proposals developmentCoordinate with design Departments, Sections and Geographies to assess project risks, as neededLiaise with the Contracts Department for review of contract terms/conditions for Architecture & Planning design proposalsOversee the estimation of man-hour requirements by design Department and SectionGuide the coordination with design Departments and Sections to validate man-hour estimates, project duration, outsourcing requirements, expert input, etc. for proposals for Architecture & Planning design projects, as neededObtain quotations from supplier and subcontractors for Architecture & Planning design proposals, as required by the RFP scope and the bid strategy and design delivery modelLead the calculation of direct costs based on estimated man-hour estimates by design Department and Section, and validate delivery costs with Departments and Sections, as neededReview project costs and challenge project cost assumptions to ensure that project costs are competitive to increase the likelihood of winning the projectCoordinate with respective Resident Managers for the incorporation of project margins and contingencies into final pricing as per the Geographys directionsConduct final technical review of proposals with respective design Departments / Sections and final commercial review of proposals with respective Resident Managers, as neededCoordinate with Geographies for the submission of tender requirements, such as bid bonds, performance bondsCoordinate with Geographies for the packaging and submittal of proposal packages as per client instructions REQUIREMENTS: Qualification, Technical Skills, and Competencies Required to Execute this RoleBachelors Degree in Architecture is a mustProficiency in spoken and written French, English and Arabic are plusSolid knowledge of all aspects of proposal development including technical and commercial proposalsKnowledge of tendering procedures in the Middle East, especially with government authoritiesStrong organization and time management skillsExcellent estimation and scheduling skillsExcellent technical writing skillsAbility to elicit cooperation from a wide variety of stakeholders, including senior management and various departmentsStrong communication skillsStrong interpersonal and leadership skillsExperience Required to Execute this Role10+ years of experience in the Architecture, Engineering and Planning Industry in a top tier regional/multinational engineering consultancy firmMinimum 5 years of experience in proposal development in Architecture & Planning projectsExperience within the Middle East
