Make a difference every dayThe Job OpportunitySerco Middle East spends approximately 160 million with third party suppliers every year. Procurement is responsible for managing all third party supplier arrangements including sourcing and contracting, contract lifecycle management and commercial supplier management to deliver competitive advantage to Serco. This role provides procurement support to strategically important bids across Sercos Middle East Divisions. Driving greater value for money and innovation, from Sercos supplier base across a range of categories, is seen as a key focus for future bids. The role is expected to enable these bids to offer compelling solutions and competitive pricing to the end customer, through optimised costs, innovation and quality, whilst minimising Sercos delivery risks.In addition, Serco is developing its value propositions in support of future growth. This role is expected to leverage the capabilities of the supply chain to contribute to the improvement of these propositions by codifying and capturing the knowledge developed on bids in such a way that it can be reused for future bids and Business as Usual.Key accountabilitiesOverall responsibilities of this role is to deliver end to end project solutions and deliverables for new bids that cover- Design, implementation and improved sourcing strategies, which deliver value for money and innovation in accordance with the agreed procurement strategy and business plans - Cloud based supplier systems that cover supplier onboarding, contract management, tendering, savings and project management techniques - Development and negotiation of all supplier contracts - Combining cross-functional teams, supplier relationships, technology and organisational capabilities into successful programmes The opportunities which Serco is bidding will require procurement input across a complete range of third party spend categories, in particular- Facilities Management (full range of Soft and Hard FM) - Information & Communications Technology (ICT) - Professional Services Working closely with internal Bid Teams, Sercos wider business development community and Sercos Central Procurement team, the individual will be responsible for- Interpreting client requirements - Estimating the purchased costs of less critical categories and for more critical bid categories - Clarifying client requirements into specifications for suppliers - Obtaining & negotiating suppliers commercial proposals whilst managing contractual risks - Delivering to client timescales during the mobilisation period Bid support- Provides procurement support to specific bids in line with the SMS (Serco Management System) and Sercos Bid Methodology. Provides the key interface between a specific Bid Team and Central Procurement - Responsible for interpreting and helping facilitate the thinking around client requirements, estimating the volumes and purchased costs of less critical categories and for more critical bid categories; clarifying client requirements into specifications for suppliers, obtaining & negotiating suppliers commercial proposals whilst managing contractual risks, and delivering to client timescales - Where appropriate, and with legal support, manages the offsetting of customer imposed risks to suppliers through the development of appropriate contracted relationships with suppliers - Ensures bid alignment with Sercos evolving procurement category strategies - Leads / facilities appropriate supplier / cross-functional workshops to seek and implement innovative and value adding proposals from suppliers - Supports the bid team in drafting compelling bid responses to procurement & supply chain related responses, collaborating with technical / operation, legal & commercial colleagues as necessary to provide the optimal responses - Helps make a visible contribution to Sercos bid win rate by delivering maximum commercial benefit, optimum risk transfer and innovative and quality supply chain solutions Proposition support- Captures the knowledge developed during the bid (cost estimates, specifications, benchmarking information, assumptions, market assessments, procurement-related bid responses) for reuse on similar future bids Transition support- Works with the Bid Team on developing and implementing a detailed transition plan for phasing in/out of supplier contracts at contract start and identifies associated assumptions, risks and issues ` REQUIREMENTS: What we are looking for in our candidates- Is able to interact at all levels and with different cultures - Experience in sourcing and supplier selection and negotiation as well as supply chain solution design in relation to major bids - Strong understanding of key business and commercial issues within a public sector business services organisation - Ability to engage credibly with senior stakeholders, developing and maintaining strong stakeholder relationships across a complex matrix organisation - Strong relationship management skills, acting as the Procurement Lead for a particular bid(s) and or transition activity, being the key interface between the Business Unit and Central Procurement / Corporate Shared Services - Comfortable working with ambiguity and changing priorities in a fluid, fast-paced, deadline- driven project environment - Works in a pressured environment - A willingness and ability to travel in the GCC, if required Specific requirements- Min. 5 years Procurement experience with a reputable Facilities Management Services company in the Middle East, in a Managerial capacity - Procurement and Vendor Management experience for both Hard and Soft Services - Strong knowledge of Facilities Management suppliers/vendors in the market - Strong MS Excel skills and prefeably good knowledge of SAP Procurement module - MCIPS or Degree in Procurement and Supply Chain Management, from a recognized institute Working with SercoAt Serco, not only is the nature of the work we do important, everyone has important role to play.We are a team of 50,000 people responsible for delivering essential public services around the world in areas including defence, transport, justice, immigration, healthcare and citizen services.
