Acts as the team leader for all estimating task and staff assigned to a contract(s). Ensures that all estimate team members are tasked correctly according to their skill specialty and strongest area of expertise, that all team members apply company estimating practices, techniques, processes and procedures, and apply company policies and assigned project/program practices and procedures. Responsible for leading Principal Estimators, Senior Estimators, Estimators, and Associate Estimators. The Chief Estimator is the estimating team member?s assignment manager and may be staff member?s functional manager. Ensures that the tasked estimating deliverables meet quality control and quality assurance procedures, best in class estimates for projects and programs assigned.
Provides management, guidance, and direction, to all estimate team staff assigned to the project/program.
Works directly with project/program management in the management of all project/program estimating staff, manages all estimate deliverables, interviews and approves all project/program estimating staff, establishes minimal estimating staff requirements, presents all estimate deliverables to project/program management and Client staff on behalf of the project/program.
Leads all project/program estimate scope requirements and is completely responsible for all project/program estimated probable costs for contracted services. Utilizes knowledge in resources skill sets and durations required to prepare and deliver tasked assignments, and responsible to deliver all estimating products in a timely manner.
Oversees, organizes, and manages training and guidance to Principal Estimators, Senior Estimators and Estimators in the preparation, and production of cost estimates using the required company and/or project/program software, estimating tools and equipment.
Acts as principal interface with the project/program Engineering Department or other resources. Oversees the preparation and delivery of all estimating products, and manages all estimating staff.
Reviews contractual documents and contract modifications to determine reasonableness of estimated probable cost and verifies that all risk and contingencies have been appropriately applied. Quantifies the impacts to contract cost as a matter of contractual commercial terms and conditions of a contract.
Performs other responsibilities associated with this position as may be appropriate.
