Job Description

CDM Smith is hiring a Project Development Engineer in support of the Energy Infrastructure Monitoring Services (EIMS) project in which CDM Smith provides A-E support to USAID/Pakistans Office of Energy, including monitoring and inspection services, milestone/line-item review and certification, design review services for ongoing government to government (G2G) energy projects, and technical support for future projects.The Project Development Engineer will lead several upcoming studies and assessments in the Energy Sector of Pakistan (e.g., hydropower, solar, micro-hydel, wind, waste-to-energy, transmission and distribution, battery storage, capacity building of government agencies, and stakeholder consultations).The studies are aimed to provide initial assessments of the current situation in targeted areas and geographic locations and to identify avenues and opportunities that can in the long run be beneficial for the energy development in Pakistan. No detailed engineering surveys or designs are to be carried out as part of these assessments and studies.The Project Development Engineer will work with Chief of Party and other technical staff to: Identify potential projects and government/private sector partners in the energy sector Formulate scope of work for studies and assessments as per USAID requirements Prepare terms of references (TORs) for relevant subject matter experts (SMEs) or firms to conduct proposed studies and assessments and assist HR in onboarding of required technical staff for studies and assessments Lead and manage the team of relevant social and technical experts in all relevant tasks such as field visits, interviews, meetings with USAID and relevant government/private departments, technical and social assessments in targeted locations Lead the team in compilation and finalization of technical and progress reports of proposed studies and assessments in coordination with relevant social and technical experts Collaborate with team members in the development of various presentations to client and other government and private stakeholders Any other tasks or job assigned by Chief of Party related to assessments and studies in the energy sectorMinimum Qualifications Must have a relevant degree in the energy sector or other relevant field Minimum 8 years of experience in project development and management related to energy sector High degree of competency with standard computer software (including MS Office Suite) Experience in preparation of technical reports and proposals and conducting presentations Excellent oral and written communications skills in English.
