1. Scope of ResponsibilitiesLead a team of engineers and designers in supporting smooth execution of detailed engineering work inVEC as per optimum work share environment for projects assuming entire responsibility for conceptualand detailed design (Concept, Front End or Basic, Material, Stress Analysis, Layout Engineering,Coordination of 3D modelling) and provide necessary technical information for procurement incompliance with tender specifications/data sheets and within budgeted man-hours and project schedules.Although not directly involved for issuing deliverables in optimum work share environment, jobexpectation is to have full control on project in terms of integrity, schedule and budget keeping closemonitor on VEC productivity.2. Primary Duties? Review contract documents and identify requirements and scope of work for project execution. Reviewspecifications, drawings and other documents as per project work share agreement with VEC. Establishcontract review criteria, identify and resolve discrepancies and divergences from original proposalthrough the instigation of technical queries to Projects/Client.? Conceptualize and verify the most optimum work route. Identify a clear scope of work/supply andaccordingly plan/schedule the engineering activities and manpower resource in consultation with VEC.Identify and quantify total number of engineering deliverables, man-hour allocation, finalize format ofdelivery, time schedules and other requirements for execution of the work.? Coordinate with Planning & Control on project time schedules, establish target completion dates, toensure target dates are achieved through review of L3 Schedule and Technical document Register (TDR)engaging VEC.? Main focus is to maintain a bird eye view and stronghold of the project goals (Ensuring integrity & safetyof the design, meeting quality as per contractual intent, meeting schedule, optimizing procurement &construction cost and maintaining high productivity) when executed by VEC as per optimum work shareenvironment.? Implementation of applicable Lesson Learnt throughout the project cycle.? Attending to Value Engineering Workshop and leading to successful implementation of ValueEngineering points.? To drive right behaviour in VEC team to ensure all round performance and delivery.? Work collectively with VEC to promote fit for purpose design philosophy.? To maintain good communication with VEC team through collaborative approach.? Exhibit strong leadership and soft skills to excel in work share environment.? Greater flexibility in mobility.? Work clearly as per the interface between Head Office & VEC adhering to SLA.? Control, coordinate change using change control procedure.? Escalate serious risk to senior management & always have a fall back plan that allows time to react.? Need to record key decisions and reasoning behind them.? Operate & facilitate VEC team to promote ?First Time Right? policy.? To focus on piping bulk delivery and piping prefabrication activity.? To focus along with VEC on design development to meet or beat the proposal estimation.? Focus on engineering support for Piping deliverables, requirements of Painting, Coating & Fireproofing.? Identify & expedite vendor documents that will impact project schedule.? Engage Construction, Commissioning & Operation teams for their inputs & reviews early on projects.? Review Model at own desk regularly & ensure proper Model Review preparation w.r.t. Model Reviewpreparation control sheet & checklist prepared by VEC.? Closely monitor all MCMS module rollout on Projects & implementation of all Design Optimizationinitiatives on the Project.? Ensure adherence to QMS.? Facilitate prompt response to Site query.? To focus on piping bulk delivery and piping prefabrication activity.? Agree upon document deliverables during pre-order negotiation stage.? Keep track on fabrication & delivery of pipe supports. This has a lot of bearing on construction activities.? Record & share feedback on Vendor performance from engineering perspective.? Ensure proper data input to Suppliers in right time.? Apportion work among engineering staff according to the capabilities. Supervise the work and ensurethat the documents are updated regularly as needed. Resolve design irregularities.? Supervise the stress analysis of piping systems through the use of Caesar II software and preparation ofstress analysis reports, incorporating contract specifications and international codes. Resolve designirregularities. Monitor the transfer of piping loads to Civil, coordinate on technical issues as required.? Supervise the preparation of conceptual/study layouts and designs and provide necessary inputs formodelling and drafting.? Obtain the required inputs from other engineering disciplines e.g. mechanical data sheets, foundationand structure details, instrument specifications and other necessary data.? Provide guidance for performing calculations for pipe wall thickness, reinforcement pads and others asper the relevant piping codes and standards.? Monitor the preparation and issue of engineering drawings and technical documents for Inter-disciplinaryDesign Checks (IDC?s). Review and integrate comments and inputs of other engineering discipline intothe relevant documents.? Supervise the preparation and issue of Inquiry Requisitions to vendors. Participate in technical bidevaluations. Review vendor drawings, documents and design calculations. Ensure vendor equipmentspecifications meet with client equipment specifications and within budgeted costs.? Coordinate Material Take-off (MTO) activities, identify irregularities, discrepancies and shortfalls and takecorrective action as required.? Oversee the set-up of the Material Management system (VPRM) incorporating the project specifications.Coordinate and incorporate the MTO from the 3D model. Update and maintain the system to incorporatethe latest material requirements.? Administer the preparation and issue of Purchase Requisitions for the procurement of equipment andmaterials. Coordinate with Procurement and provide necessary assistance to Expediting and QualityDepartments.? Meet vendor representatives, inspect vendor works and workshops and provide assistance to QualityDepartment as required.? Interface with Client representatives as required for resolving any technical issues.? Conduct internal staff meetings, ensure the progress of project in accordance to schedule, allotted manhoursand budgeted costs. Coordinate with Projects and Planning Departments on schedule relatedissues. Update TDR progress reports through the use of PETROCEPT software.? Participate in safety and design review meetings e.g. HAZOP, HAZID, Plot Plan, 3D Model, along withClient and representatives of other engineering disciplines.? Ensure compliance with Company?s ISO Quality procedures. Coordinate internal and Client auditrequests, facilitate audit procedures of engineering systems within the discipline.? Supervise the set-up of the 3D CAD system (PDS/PDMS) incorporating the project specifications.Customize the system to deliver the model, drawings and data as per the project requirements.? Interface and provide clarifications, guidance and technical support to Construction and Commissioningteams as required.? Administer the preparation of the final ?As Built? 3D model, layouts and other documents.? Conduct employee performance evaluations, establish performance criteria, identify employee strengthsand weaknesses, and recommend training and development requirements. Undertake responsibility ofdevelopment of engineers.? Provide support and assistance to the direct supervisor on technical and non-technical issues.? Perform related duties as and when directed by the direct supervisor.3. Job/Cost ImpactLeads the activities in converting the project from concept to detailed engineering. Works within ProjectBudget requirements. Serves as the tie-in in the department team for inter-discipline engineeringconcerned with the project. Accountable for overall discipline related activities for the successfulcompletion of project within allotted schedule, manpower and costs.4. Decision Making AuthorityDecisions limited to the scope of project requirement specifications, makes recommendations on mainissues related to layouts and specifications. Makes recommendations on mobilization/demobilization ofpersonnel.5. Supervisory ResponsibilityDirects the resource allocation and workloads of a team of subordinates.Typically leading a group of professionals or technical staff.7. Competencies/Knowledge, Skills and AbilitiesRefer to HR/OD Competency Management System (CMS)8. Physical Effort and Work EnvironmentDuties performed in Main Office mostly in air-conditioned surroundings. Occasionally incumbent wouldrequire traveling to sites and vendor workshops. Approximate 50% of time spent on the computer. Largepercentage of time spent in coordination, supervising, meetings, reviews and contacts.9. Minimum Job RequirementBachelor Degree in Mechanical Engineering with a minimum of 15 years related oil & gas/petrochemicalexperience preferable from a background in working for EPC/consultancy organizations.Additional Information
