1. Scope of ResponsibilitiesSupervise and Lead a team of engineers and designers in carrying out detailed engineering work for largesized projects assuming entire responsibility for conceptual and detailed design and provide necessarytechnical information for procurement in compliance with tender specifications/data sheets and withinbudgeted man-hour and project schedules.2. Primary Duties? Review the ITB (Invitation To Bid) documents submitted in the proposals stage, issue inquiry requisitions,review techno-commercial vendor offers, prepare equipment, material and man-hour estimates.? Review contract requirements for project execution, organize the preparation of the Technical DocumentRegister (TDR), identify requirements and scope of work; review specifications Process Data Sheets (PDS),Piping Material Specifications (PMS), Piping & Instrumentation Diagrams (P&ID?s), Plot plans, GeneralArrangement (GA) drawings, Review Philosophies, Area Classification Drawings, Fire and Gas DetectorLayout Drawings and other relevant documents. Establish contract review criteria, identify and resolvediscrepancies and divergences from original proposal through the instigation of technical queries toprojects/client.? Verify and conceptualize the most optimum work route. Identify a clear scope of work/supply andaccordingly plan/schedule the engineering activities and manpower resource. Identify and quantify totalnumber of engineering deliverables, man-hour allocation, format of delivery, time schedules and otherrequirements for execution of the work.? Coordinate with projects and planning on project time schedules, establish target completion dates, ensuretarget dates are achieved.? Develop Manpower charts and schedules, recommend, assign and distribute manpower for the executionof engineering activities within budgeted project man-hours. Recommend cost effective measures to reduceoverall manpower costs.? Organize the preparation of equipment and material specifications and data sheets, administer thedevelopment of detailed engineering calculations and drawings including the preparation of the design basisdocument, Instrument Index, Input & Output Lists, Bill of Quantities, Block Diagrams, Equipment systemspecifications, cable routing, control room layouts, Cause and Effect Diagrams, Complex Control loopnarratives and Safety narratives, Loop Diagrams, Functional Logic Diagrams, Terminations Diagrams,Installation Hook-up Drawings, Instrument Plot Plans, Control Panel Drawings, Control/Equipment RoomLay-outs, Cable Tray/Trench Lay-outs, Cable Schedules and Cable Drum Schedules, JB schedules,Interconnection Schedules, Installation detail drawings, Fire/Smoke Detection Lay-out and Alarm Lists.? Provide inputs for the preparation of plot plans, organize the issuance of engineering drawings and technicaldocuments for Inter-Discipline Checks (IDC?s) coordinate with other engineering discipline in the integrationof data inputs.? Direct the preparation of technical inquiry requests (Inquiry Requisitions) to vendors, participate in thetechnical evaluation of vendor bid offers. Direct and provide guidance in the Technical Bid Evaluations(TBE), review vendor drawings and documents. Supervise the review of design calculations, ensure vendorequipment specifications meet with client equipment specifications and are within budgeted costs.? Coordinate the preparation of Purchase Requisitions for the procurement of equipment and materials.Ensure materials are obtained within scheduled timeframes and budgeted costs.? Interface and regularly meet with client and vendor representatives, conduct internal staff meetings, ensurethe progress of project in accordance to schedule, allotted man hours and budgeted costs. Coordinate withprojects and planning departments on schedule related issues. Update TDR progress reports through theuse of PETROCEPT software.? Direct and monitor Material Take Off (MTO) activities, identify irregularities and shortfalls, take correctiveaction as required.? Participate in HAZOP meeting and undertake SIL studies with client and representatives of otherengineering disciplines.? Interact with Quality Assurance for quality issues, strictly ensure compliance with Company?s ISO Qualityprocedures. Coordinate Internal and Client audit requests, facilitate audit procedures of engineeringsystems within the department.? Interface and provide clarification and guidance and technical support to construction sites andcommissioning engineers, provide start up assistance as required.? Participate in employee performance evaluations, establish performance criteria, identify employeestrengths and weaknesses, recommend training and development requirements.? Supervise and lead more than one project activities (if assigned as a Group leader) within the discipline andinteract with the designated lead engineer and the Direct Supervisor.? Perform related duties as and when directed by Direct Supervisor.3. Job/Cost ImpactLeads the activities in converting the project from concept to detailed engineering. Works within ProjectBudget requirements. Serves as the tie-in in the department team for inter-discipline engineering concernedwith the project. Accountable for overall discipline related activities for the successful completion of projectwithin allotted schedule, manpower and costs.4. Decision Making AuthorityDecisions limited to the scope of project requirement specifications, Consults with Supervisor on main issueswhich may affect layout and equipment specifications. May make recommendations onmobilization/demobilization of personnel5. Supervisory ResponsibilityDirects the resource allocation and workloads of a team of subordinates.Typically leading a group of professionals or technical staff.7. Competencies/Knowledge, Skills and AbilitiesRefer to HR/ OD Competency Management System (CMS)8. Physical Effort and Work EnvironmentDuties performed in Main Office mostly in air-conditioned surroundings. Occasionally incumbent would requiretraveling to sites and vendor workshops. Approx 50% of time spent on the computer. Large percentage oftime spent in coordination, supervising, meetings, reviews and contacts.9. Minimum Job RequirementBachelor?s Degree in Instrument or Electrical Engineering with a minimum of 18 years of relatedpetrochemical experience preferable from a background in working for consultancy organizations in the EPCof the Oil and Gas Industry.Additional Information
