CNS/ATM Systems Advisor

Roles & ResponsibilitiesRole PurposeDevelop and implement the strategic business plan of the Engineering Services Directorate (ESD) and provide technical leadership for the effective delivery, design, commissioning, operation, and continuous improvement of CNS/ATM (Communication, Navigation, Surveillance / Air Traffic Management) systems to ensure safe, efficient, and compliant Air Traffic Control (ATC) services while meeting KPIs, budgets, and regulatory requirements.Key ResponsibilitiesCNS/ATM System DevelopmentContribute to long-term CNS/ATM strategy and roadmap.Review and develop business cases for CNS/ATM projects.Develop CNS/ATM evolution plans.Translate operational requirements into technical plans.Define technical specifications and procurement requirements.Develop Scope of Work (SOW).Assess impact of ATS procedure and airspace changes.Identify continuous improvement opportunities.Participate in ESD strategic planning.CNS/ATM System OperationsCoordinate with ANSPs for technical integration.Ensure compatibility of current and future CNS/ATM systems.Support maintenance activities.Monitor project execution and quality.Review and authorize Scope of Work (SOW).Evaluate technical proposals.Conduct obstacle impact evaluations around airports.Advise management regarding operational impacts.System Design & QualityReview System Design Review (SDR).Review Preliminary Design Review (PDR).Review Critical Design Review (CDR).Analyze System Trouble Reports (STR).Support System Change Process (SCP).Authorize testing and commissioning.Ensure systems meet performance specifications.Recommend process improvements.Aviation & International CoordinationParticipate in ICAO panels.Present working papers.Represent the organization at national and international aviation meetings.Lead major CNS/ATM engineering initiatives.Coach junior engineers.Coordinate with:o ICAOo GACAo Other ANSPso Vendorso SuppliersCyber Security & SurveillanceParticipate in cyber security assessments.Identify security vulnerabilities.Recommend corrective actions.Maintain surveillance systems.Ensure operational readiness.Ensure systems remain updated.Policies & ProceduresImprove departmental policies.Ensure compliance with procedures.Monitor daily operational compliance.Drive continuous process improvements.Improve productivity and cost efficiency.Internal StakeholdersSQE TeamMED TeamOperational Startup TeamCyber Security TeamExternal StakeholdersVendorsSuppliersGACAICAOAir Navigation Service Providers (ANSPs)EducationBachelor's Degree in:o Electrical Engineeringo Computer Engineeringo Or equivalent engineering disciplineExperienceMinimum 12 years of experience in Air Navigation Services (ANS).Required CompetenciesCore CompetenciesOperational ExcellenceSafety AwarenessTeamworkBehavioral CompetenciesAnalytical ThinkingProblem Solving & Decision MakingCommunicationTechnical CompetenciesBusiness Systems AnalysisSystems Planning & DesignStakeholder ManagementTechnical WritingPreferred Candidate Profile12+ years in Air Navigation Services.Strong CNS/ATM engineering experience.Expertise in ATC systems and aviation infrastructure.Experience with ICAO standards and GACA regulations.Hands-on experience in design, testing, commissioning, and integration of CNS/ATM systems.Strong stakeholder management skills with aviation authorities and ANSPs.Experience leading multidisciplinary engineering teams.Knowledge of aviation cyber security and surveillance systems.
