Senior Economic Growth Advisor ? IraqDepartment:USAID Middle East North Africa (USAID MENA)Location:MENA, europePMCG is seeking applicants for The Senior Economic Growth Advisor position is in the Stabilization, Governance and Economic Growth Office (SGEO) in the USAID/Iraq Mission.Under the supervision and technical guidance of the SGEO Director or his/her designee, and in close collaboration with the Missions Economic Growth Team Lead, the job holder serves as a Senior Advisor to the Mission providing advice and guidance on economic growth and economic structural reform activities, private sector development, agribusiness, renewable energy, and climate change. The incumbent serves as an advisor to the Embassy, USAID Mission leadership, international donors, and senior government of Iraq officials on issues related to private and public economic sector development, including, but not limited to, financial services; business development micro, small and medium-sized enterprise growth, general climate adaptation and mitigation, renewable energy, and general agribusiness issues.USAID experience is required.U.S. citizen with USG Secret level clearance.Familiarity with the Middle East development operating context and experience working on/for Iraq preferred.PERIOD OF PERFORMANCE:Twelve (12) month base period; Option Period is 6 Months.DUTY STATION: On-SiteTRAVEL REQUIREMENT:Frequent travel from Baghdad to Erbil.Security Clearance Requirements (Facility Access Required DD-254): Secret level clearance requiredSystem Requirements: AIDNET, OpenNet, ClassNetVisa/Work Permit Requirements: Iraq visa requiredMAJOR DUTIES AND RESPONSIBILITIES- Serves as mentor for Iraqi colleagues in SGEO and throughout the mission on economic growth and private sector development issues.- Responsible for guiding staff in designing and evaluating complex, multi-million-dollar USAID/Iraq initiatives, projects, and activities promoting economic growth, private sector development, energy efficiency and sufficiency, agribusiness expansion and increased productivity, and addressing the impacts of climate change.- Perform a variety of complex functions related to research, planning, programming, reporting, etc. to support implementation and coordination of economic development assistance projects and programs.- Maintains close donor coordination and develops high level contacts.- Assist the SGEO EG team in prioritizing ad-hoc projects and requests, for example, developing proposals for alternative funding and applying for off-cycle funding opportunities e.g., women economic empowerment, Countering Chinese Influence (CCIF), and climate change, digitization, to name a few. In addition, the Iraq Strategic Priorities (ISP) Strategic Framework coupled with the Mission?s Strategic Framework (MSF) identifies private sector engagement as a cross-cutting issue which will require the incumbent to initiate partnerships with the private sector in different economic sectors and provide guidance to the Missions PSE champions to leverage internal and external resources and advance USAIDs PSE Policy.Specific Deliverables:Provide technical leadership and contribute to new Mission activity designs in:Key Position Requirement:EDUCATION:The incumbentmust have a master?s degreein a field relevant to the duties described herein such as international development, business, private sector management, economics, or a related discipline.PRIOR WORK EXPERIENCE: Minimum of 10 yearsof progressively responsible experienceworking with USAID or in an international development-related position within an international development firm or entity. Such experience must include project or activity design, project procurement and management, trade, business enabling environment, private sector development and engagement, and impact investing/credit facilitation.Experience in energy, agribusiness, and/or climate change is preferred.KNOWLEDGE:Knowledge of USG policies, regulations, and procedures related to international development is required. Significant knowledge of current USAID program management and activity design and procurement, as well as a broad range of issues related to economic growth, agribusiness, private sector development/investments, climate change, and energy is required. Knowledge and skill in conceptualizing programming, policies, and plans, and developing strategies for their implementation is required. The candidate must have a demonstrated ability to perform work within a team environment.SKILLS AND ABILITIES:Strong leadership, management, activity design, personnel coaching experience, and organizational skills are required.Demonstrate experience in substantively contributing to strategy and/or program development, and effectively engaging in communication efforts for US Government agencies or USG-funded programming is required.Considerable professionalism is mandatory as the applicant will represent USAID in meetings with mid to senior level Government of Iraq (GOI) officials, US Embassy, private sector, donors, and civil society organizations.The applicant should possess strong interpersonal and cross-cultural skills and demonstrate the ability to work effectively within a diverse team and with no supervision.Excellent writing and oral communication skills are necessary.Demonstrated knowledge and proficiency in Microsoft Windows, Word, Excel, and PowerPoint are required.In order to ensure the health and safety of PMCGs employees and families, all employees are required to receive vaccinations as determined by the President?s Executive Order No. 14042, Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors, issued on September 9, 2021 and the Safer Federal Workforce Task Force COVID-19 Workplace Safety Guidance for Federal Contractors and Subcontractors, which require COVID-19 vaccinations for all PMCG employees regardless of work location unless a medical or religious accommodation is granted by PMCG.
