For the purpose of this vacancy, the following are considered first-tier candidates: - Internal candidates- Candidates from the following non-represented member states:Antigua and Barbuda; Aruba (Netherlands); Botswana; Cabo Verde; Comoros; Congo (the); Cook Islands; Cuba; Curaao; Fiji; Grenada; Guinea-Bissau; Guyana; Holy See; Iceland; Kingdom of Eswatini; Kiribati; Lao Peoples Democratic Republic (the); Latvia; Madagascar; Marshall Islands; Micronesia (Federated States of); Montenegro; Namibia; Nauru; Palau; Saint Kitts and Nevis; Saint Lucia; Saint Vincent and the Grenadines; Samoa; Sao Tome and Principe; Seychelles; Solomon Islands; Suriname; The Bahamas; Timor-Leste; Tonga; Tuvalu; VanuatuSecond-tier candidates include: All external candidates, except candidates from non-represented member states.Context:Under the overall supervision of the Head, Preparedness and Response Division, the direct supervision of the Project Coordinator (Camp Coordination and Camp Management (CCCM)), the successful candidate will support the implementation and monitoring of Camp Management operations with particular focus on the following functions of Capacity Building of national actors.Core Functions / Responsibilities:- Support the coordination and monitoring of service provision in camps or informal sites to facilitate timely response and assurance that services meet international standards for sectoral support.- Regularly engage with authorities at national and the field level, including in regularizing access procedures and lines of communication with security actors.- Assist in the development of strong displacement site-wide communication strategy, complaint and feedback system and community representation forums specifically aimed at increased participation and engagement of women, youth and marginalized groups.- Work closely with IOM Protection division to facilitate the streamlining of protection in CCCM formal and informal responses including in assessments and implementation to address protection needs of affected population.- Assist the Project Coordinator (CCCM) in capacity building for IOM staff, local authorities and local Non-Governmental Organisation (NGOs), including through carrying out trainings for field-based staff and partners.- Monitor and provide regular updates to CCCM Cluster of Iraq, relevant IOM departments and camp partners regarding displacement and return patterns, level of services and gaps. Coordinate internal IOM camp response and attend all relevant cluster meetings.- Work closely with CCCM Information Management staff to help enhance information management and sharing including facilitating collection, analysis, and dissemination of timely and accurate data and products on CCCM formal and informal site responses.- Monitor services provided in the informal sites and support the development and implementation of Standard Operating Procedures (SOPs) for camp actors including CCCM mobile team as well as effective process of information gathering.- Carry out regular field visits to CCCM formal and informal sites to support the implementation of responses, including community mobilization and project monitoring.- Work closely with CCCM Cluster and Durable solution actors on informal sites profilingincluding intentions and needs mapping to facilitate IDPs access to longer term solutions to end their displacement.- Work closely with CCCM teams and CCCM Cluster on developing informal sites exitstrategy including support in facilitating informal sites Eviction Standard Operating Procedures (SOPs).- Perform such other duties as may be assigned.Required Qualifications and Experience:Education* Master?s degree in Engineering, International Relations, Social Science or a related field from an accredited academic institution with two years of relevant professional experience; or* University degree in the above fields with four years of relevant professional experience.Experience* Familiarity with the UN common system or similar systems, knowledge of staff rules and regulations, staff entitlements and benefits, recruitment and selection practices and training programmes.* Work experience in liaising with governmental authorities, other national/international institutions, and NGOs - experience in the region is an asset; and,* Experience in CCCM at a managerial level, in emergency and conflict environments; significant CCCM technical experience to guide and lead the CCCM programme teams.Skills* Effectively applies knowledge of relevant human resources theories and practices and recognizes their application within existing IOM processes;* Delivers human resources solutions customized to the needs of IOM;* Takes responsibility and manages constructive criticism;* Works effectively with all clients and stakeholders;* Promotes continuous learning; communicates clearly;* Takes initiative and drives high levels of performance management;* Displays mastery of subject matter;* Contributes to a collegial team environment;* Incorporates gender related needs, perspectives, and concerns, and promotes equal gender participation;* Displays awareness of relevant technological solutions;* Works with internal and external stakeholders to meet resource needs of IOM;* Plans work, anticipates risks, and sets goals within area of responsibility; and,* Adapts best human resources practices to the requirements of IOM to facilitate the achievement of strategic objectives;LanguagesIOM?s official languages are English, French, and Spanish.
