All selected candidates will, therefore, undergo rigorous reference and background checks.**UNDP Iraq Mission StatementIraq is recognized as one of the most affected countries by the harmful effects of climate change. Iraq ratified the Paris Agreement on January 14, 2021. In October 2021, the Government of Iraq (GoI) signed their first Nationally Determined Contribution (NDC) and submitted to the UNFCC. Upon request of the Government of Iraq, UNDP is supporting Iraq in implementation of the NDC, including through capacity development, advisory for sectoral planning and formulation of related strategies, frameworks and instruments. Facility for Economic Reform (FFER) is a programme financed by the USAID and implemented by UNDP to support the Government of Iraq (Federal) in carrying out their economic reform agenda. Given the high importance of Climate Change, Environment and Energy issues to the reforms, based upon request of the GoI, the USAID and UNDP have agreed to provide advisory support on a number of aspects of the climate change adaptation and mitigation, especially with regards to formulation of policies and strategies.Organizational ContextIn October 2020, Iraq prepared its White Paper for Economic Reform, which seeks to put Iraq?s economy on a path that allows the state to take appropriate steps to develop into a diversified and dynamic economy. To supplement the White Paper, the government aims to develop a Green Paper (a green economy strategy) so that the national economic reforms could be guided by green agenda. To support the Government of Iraq with the preparation of Green Paper, UNDP?s FFER is seeking an international expert with following scope of work and qualifications. **SCOPE OF WORK AND DELIVERABLES Objective of the Assignment:** The overall objective of the assignment is to support the Ministry of Environment to develop a Green Paper for Iraq 2022-27 to lay out pathways for sustainable development that will increase resilience, strengthen Iraq?s capacity to contain shocks and recover from catastrophic events. It will help to ensure that natural economic development and reform in the country is guided by the environmental and climate change agenda, and the potential of natural resources is exploited in a sustainable way. The Paper shall be based on a thorough assessment of comparative scenarios for future growth which takes into account economic, social and environmental aspects. The assignment will involve support to the Ministry of Environment in establishing the national capacity for formulating and implementing a green economy strategy. By compiling information and analysis on green growth, the Green Paper will set the ground for transition to green economy. The advisory support under this consultancy will help to establish institutional mechanisms for cross-sectoral engagement and build consensus among policy makers and other stakeholders on green economy pathways. The work would involve identification of priority activities and analysis of potential projects.Methodology:The Green Economy Expert will work under the overall guidance and supervision of the Special Advisor to the Minister of Environment, as well as in coordination with the Portfolio Manager of the UNDP?s Environment, Energy, Climate Change (EECC) pillar and the Project Manager of the FFER-Federal. The international expert will be supported by a national expert.1. Inception Report (Five working days):The consultant shall prepare an Inception Report based upon a desk review of the: ? existing climate-related policies and reports in Iraq such as Iraq?s NDC, national communication reports, Biennial update reports, National Environmental Strategy and Action Plan, National Biodiversity Strategy and Action Plan, National Adaptation Plan (NAP), etc. ? relevant strategies and policies on economic strategy of Iraq; i.e. the White Paper and others The Inception Report shall include the detailed workplan and the engagement plan with stakeholders; including those from public sector, private sector, civil society academia and international development partners. Homebased.2. Baseline Report (15 workdays)The consultant shall prepare a Baseline report for green growth in Iraq. The report shall include: Situation analysis, challenges and opportunities for green growth in Iraq. The consultant shall hold consultations with the different set of stakeholders in order to prepare the baseline report. At least 10 work-days shall be in Iraq to conduct bilateral meetings with stakeholders and five work days homebased.3. Draft Green Paper (40 workdays)The consultant shall prepare the draft of the Green Paper with inputs from the different categories of stakeholders. The Green Paper shall include the following: ? Strategic vision, objective statement, and pathways toward real economic, social, and environmental benefits ? Roadmap for implementing green growth strategy in priority sectors ? Targets and Results Framework for Green Growth ? Monitoring and evaluation framework ? Plan for implementation of the Green Growth Strategy in priority sectors The consultant shall spend at least 10 days in Iraq to gather data, carryout the consultations and analysis. Thirty days work from home.4.Presentation of draft to stakeholders and feedback (15 workdays)The consultant shall facilitate at least three (3) consultation workshops to present the draft of the Green Paper and seek feedback and recommendations from the stakeholders. The list of stakeholders will be developed in consultation with the UNDP and the Government of` Iraq (Ministry of Environment). The consultant shall Finalize the Green Paper based upon stakeholder feedback. The costs of the participants and venue etc will be covered by UNDP, while consultant shall estimate his own travel and stay costs and include in the financial proposal. The consultant will prepare the agenda for the stakeholder workshops in consultation with UNDP and MoEn. The consultant shall arrive in Iraq at least 3 days prior to the consultations. Seven days in Iraq and Eight days homebased.5. Final draft of Green Paper (Five Days)The consultant shall finalize the Green Paper based upon stakeholder recommendations and organize a debriefing for the UNDP and the Ministry of Environment. Three days in Iraq and two days homebased.Location, timeframe for the assignment processThe assignment will take place between July 2022 ? March 2023. The security situation in each location will be reviewed to make a decision on different activities. The assignment and final deliverable are expected to be completed no later than 31st March 2023 as per the details in the Scope of Work and the Deliverables tables. The consultant may carryout certain activities from home, however, She/he will be required to travel to Iraq (Baghdad, Erbil and other places) for completion of different activities, meetings, interviews, consultations, training and presentations.
