Job Title: Deputy Chief of Party/Monitoring and Evaluation Specialist Department/Location: Baghdad, Iraq Reports To: Chief of Party Type: Consutlancy Classification: ConsultantOverview:International Business & Technical Consultants, Inc. (IBTCI), a US-based international development consulting company, is seeking an experienced consultant/Deputy Chief of Party (DCOP)/M&E Specialist for the USAID Bureau for Humanitarian Assistance (BHA), Iraqs Monitoring and Evaluation Program (I). The Bureau for Humanitarian Assistance (BHA) aim to deliver rapid humanitarian relief in conflict-affected areas in Iraq addressing urgent, complex needs such as Shelter, WASH, Protection, Health, and Food. Through I, USAID seeks to collect accurate and timely data to track the performance of current programs in providing humanitarian relief and improve future program decisions. The DCOP will support I by designing the monitoring plan and providing technical leadership to the project team on best monitoring and evaluation practices. ResponsibilitiesEssential Duties/Tasks and Responsibilities:* Oversee quality and accuracy of monitoring data, provide strong management oversight of the Third-Party Monitoring (TPM) subcontractors, to ensure high quality monitoring and accurate and verifiable reporting of all activities under the I contract. * Leads the development, finalization and revision (as / when needed) of I contract technical deliverables (Monitoring Plan, Monitoring Schedule, Site Visit Questionnaires and Protocols, Training Materials, IP Workshops, Lessons Learned Report and Final Report) * Lead the training of Is TPM subcontractor staff in the overall goals of the I contract, tools used for monitoring and verification of activities, and professional etiquette for monitoring. Ensure the monitors are well equipped to carry out their monitoring and verification tasks throughout all regions of Iraq as required by the I contract. * Train and supervise the I Program Coordinator to guide prioritization of field monitoring tasks to ensure accuracy of monitoring data collected by I subcontractors and oversee the proper use of I monitoring and verification site visit forms. Provide management and technical guidance to assist the Program Coordinator to quickly trouble shoot issues that arise and review joint monitoring visit reports written by the Program Coordinator; provide feedback and suggestions for future visits. * Review incoming subcontractor Site Visit reports for accuracy, quality, reliability and relevance. Provide each subcontractor with detailed feedback on each report and an overall summary report regarding data quality review and adherence to I protocols. * Contribute to the data quality review of the I Monthly Monitoring Reports. * Contribute to the I Lessons Learned Report and the Final Presentation. * Present the IP workshop findings and facilitate the workshop discussions. * Design, pilot and revise data collection tools based on client and field needs. * Collaborate with the COP to manage program resources, technical implementation, and completion of workplan activities and program deliverables. * Conduct quantitative and qualitative field research as needed. * Together with the COP, oversee and collaborate the program inputs of STTA Technical Specialists relative to I monitoring and evaluation activities and deliverables. * Periodic travel to provinces within Iraq to conduct monitoring visits as/when needed for the purpose of management oversight of local subcontractors, and to augment IBTCIs monitoring and evaluation efforts. * Other duties as assigned. * Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket.* In case of an emergency situation, must be able and willing to duck and seek cover, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency. QualificationsPreferredKnowledge, Skills and Abilities:* Ability to conduct quantitative and qualitative field research using document review, direct observation, focus groups, Key Informant Interviews, and small and large scale surveys. * Previous experience implementing, monitoring, or evaluating humanitarian programs in: WASH, health, logistics and relief commodities, shelter, protection, and food assistance. * Strong understanding of local context and conflict zone challenges. * Proven ability to manage a team to ensure timely and quality submission of project deliverables.Minimum Requirements:* At least seven years of experience in M&E plan design, data collection, and conducting qualitative and quantitative field research. * At least two years of experience in team management and/or Deputy Chief of Party responsibilities. * Previous experience providing technical support to third party monitoring projects, M&E support projects, or large-scale evaluations. * Must have managed and be familiar with USAID humanitarian assistance programs in Iraq. * Oral and written fluency in English required. Proficiency in Arabic and/or other local languages preferred. * Ability and willingness to be mobile and agile at a moments notice in case of an emergency required.* Ability and willingness to work for extended periods in insecure and diverse environments. * Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket.* In case of an emergency situation, must be able and willing to duck and seek cover, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.* Oral and written fluency in English required.Education:Bachelors degree in international affairs, social science, or a related field. A masters degree in international affairs, social science, statistics or a related field highly desirable.Working Environment:Work is typically performed in an office environment.Physical Requirements:This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs. This position requires the incumbent to be mobile and agile at a moments notice in case of an emergency.Supervisory Responsibility:This position does have supervisory responsibilities.Travel:Regional travel within Iraq is required.
