Job Description

All selected candidates will, therefore, undergo rigorous reference and background checks.Cooling is essential to human health, food security, economic productivity, and is becoming more important due to increasing global mean temperatures accompanied by more extreme heat waves. If unmanaged, this will result in a cycle of increasing emissions from fossil-fueled energy consumption and high global warning refrigerants. Cooling is currently estimated to consume 20% of the world?s electricity consumption. Under 2019?s the Rome Declaration, parties to the Montreal Protocol stressed the importance of national action and international cooperation to promote the development of sustainable cold chains to reduce food loss. Many vaccines require a proper ?vaccine cold chain?, a challenge that has been particularly highlighted by Covid-19 pandemic. As such, sustainable cooling is essential for the green recovery, ozone layer protection and combatting the climate change. Financed by the International Climate Initiative (IKI), UNDP participated in the CoolUp programme to provide a development service for the programme implementation in Egypt, Jordan, Lebanon and Turkey. The Cool Up programme aims to increase sustainable cooling technologies in different cooling segments of the building sector (AC in residential and RAC in commercial buildings) in the MENA countries of Egypt, Jordan, Lebanon, and Turkey. The programme promotes conditions towards sustainable cooling solutions by market pull instruments (such as policy instruments, financial schemes) and technology push instruments (such as showcasing new technologies in markets where they have particular advantage) in order to increase demand for sustainable cooling products. In order to strengthen UNDP?s integrated development service for the Cool Up programme implementation at national level, UNDP Egypt would like to engage an National Project Coordinator to provide day-to-day coordination and technical support on activities towards sustainable cooling transition in Egypt and the MENA regionDuties and ResponsibilitiesThe National Project Coordinator will be responsible for the day-today coordination of UNDP?s support to the CoolUp programme in Egypt, in coordination with the Energy and Environment Specialist at UNDP 2 Egypt; and will also provide technical support for the CoolUp programme implementation at the regional level in close coordination with UNDP?s International Cooling Expert and the MPU/Chemicals Project Specialist. Key duties and responsibilities include:

  • ? Primary responsibility for the day-today coordination of UNDP?s support to the CoolUp programme in Egypt.
  • ? Support the MPU/Chemicals Project Specialist and the International Cooling Expert for the preparation and implementation of annual work plans, including activity and financial plans for Egypt and support coordination with partners and stakeholders.
  • ? Support monitoring of risks and project impact indicators and timely actions to reduce risks and issues.
  • ? Provide inputs and participate in CoolUp technical working group meetings (i. Policy; ii. Finance; iii. Technology and Market).
  • ? Facilitate inputs for regulatory gap analysis and policy recommendations, including support for energy efficiency for appliances and cooling integration into Nationally Determined Contributions (NDCs).
  • ? Support review of cooling financing market assessments, technology feasibility studies and business models for relevant sustainable cooling technologies on existing/new financing or IFI schemes.
  • ? Facilitate on the selection, design, implementation and performance monitoring of the cooling technology demonstration projects.
  • ? Provide support for the capacity building trainings on sustainable cooling and technical input/review for relevant technical curriculum for vocational schools and technical education.
  • ? Support development of programme?s key knowledge management products, participate in internal/external events and dissemination activities, and support preparation of UNDP progress reports.
  • ? UNDP may request technical support for UNFCCC COP27 presidenncy on energy efficiency related issues as well as other relevant sustainable cooling assignments at national or regional level to foster south-south cooperation and project level exchanges in line with Cool Up programme objectives.

Experience:
  • Min. years of relevant Work experience :
- At least two years of working experience in the energy sector or four years with Bachelor?s degree, preferably cooling systems. Required skills and competencies - Proven knowledge on energy efficiency in line with UNFCCC and/or the refrigerant transition in line with Montreal Protocol is required.
  • Desired additional skills and competencies :
- Knowledge on clean energy technologies and energy efficiency is preferred.- Knowledge on natural refrigerants is desirable.- Experience in sustainable cooling and/or energy efficiency regulations is desirable.- Knowledge and experience in energy sector integration into NDCs of Paris Agreement is desirable.- Previous experience at international settings, preferably within UN systems is desirable.
  • Required Language(s):
