BackgroundULTIMIT Advanced Turnkey Solutions in cooperation with Cowater International, acting for the Trade Facilitation and Customs Support Programme (Tasdeer), is soliciting proposals from eligible and responsible individuals for the Technical expert to be responsible for relationship building with potential customers and expanding the customers base specially in the new targeted European countries The Trade Facilitation and Customs Support Programme (Tasdeer) is an official program of the UK Foreign Commonwealth and Development Office (FCDO), Contract No. PO10054, and is being carried out in West Bank and Gaza. The objective of Tasdeer programme is to improve the Palestinian private sector competitiveness and the PA?s capacity in the fields of trade, customs and import policy regulation and administration. TheTASDEERprogramme aims to increase sustainable private sector led economic growth and job creation in the Occupied Palestinian Territory, including the West Bank and the Gaza Strip and the PA?s fiscal sustainability while ensuring equitable access to increased trade, and improved institutional capacity.Gender Equality and Social Inclusion are main tools and objectives for Tasdeer to ensure the benefits of the programmeare equally accessed by the diverse groups of men and women in the supply chain.Offerors are responsible for ensuring that their offers are received in accordance with the instructions stated herein.Failure to adhere with instructions described herein may lead to disqualification of a proposal from consideration.Term of ReferenceAbout ULTIMIT is an IT company that was established in 2008 and provides IT solutions and services for public and private companies. ULTIMIT operates from 4 offices located in Ramallah, Rawabi, Gaza, and Amman-Jordan. ULTIMIT is registered as private shareholding company.ULTIMIT Advanced Turnkey Solutions is expanding its operation by targeting new markets such as Gulf countries with the support of Tasdeer, in line with this expansion ULTIMIT is investing in its business development services through in market presence to offer its products and service package which includes:

  • EdTech: an IT solution for the education sector targeting both public and private schools, the E-school management system (Noorspace). The system is adopted by public schools in Jordan and Palestine. Around 7,200 public schools (of which around 3,000 schools in Palestine) using the system in the two countries.
  • Online private tutoring service (AnaFahem.com): a platform that offers one-to-one tutoring sessions for students. ULTIMIT recently developed and launched this platform, responsible for its maintenance and operation to provide online tutoring sessions targeting the students in the K12 stage from the Gulf region. ULTIMIT engages local Palestinian experienced teachers to provide the tutoring services, currently 12 teachers are benefiting from the platform of which 3 are female.
  • Health care management system (MyClinic) targeting clinics and doctors.
  • Professional IT services for medium and large-scale public and private customers in the field of ERP, CRM, HRMS, EDMS, and BI. ULTIMIT provides deployment, customization, and support services for these systems.
Objectives of the assignmentULTIMIT Advanced Turnkey Solutions is planning to expand its market presence to include the GCC market.To achieve this goal, ULTIMIT will hire a business development consultant who is an expert in the UAE/GCC market, especially in the education and health sectors, and software systems to lead this effort.The objectives for this consultant will be to deliver:
  • Identification of market needs and requirement (both cultural, business, and legal) to localize to include in ULTIMIT software, so it is competitive in the GCC market, specifically UAE
  • Generate new sales leads from the UAE and GCC countries.
  • Achieve sales growth for the UAE and other potential GCC countries.
  • Organizing Business to Business (B2B) meetings and networking events in the UAE with the potential leads and partners.
Scope of the assignmentThe consultant/ firm will be responsible of the following tasks:
  • Act as the business development manager of ULTIMIT in UAE and GCC countries market. In addition, to act as a coordinator between regional business development consultant and ULTIMIT?s CEO.
  • Work with ULTIMIT?s CEO to develop and implement business development strategy for UAE and GCC countries.
  • Coordinate with ULTIMIT?s CEO to identify business development opportunities with new clients.
  • Help and assist in developing a marketing strategy for ULTIMIT products and services in UAE and GCC countries. The consultant should use his or her knowledge and expertise to help ULTIMIT in creating a marketing plan that will generate a great deal of new business.
  • Work with ULTIMIT?s CEO to achieve short and long-term revenue and profit growth from potential clients in UAE and GCC countries.
  • Update and maintain customer information database on regular basis.
  • Participate in meetings to report business prospect and status updates to management and clients.
  • Write bids, proposals, brochures, and various other business informational letters.
  • Guide, train and motivate sales team to meet or exceed the sales performance targets.
  • Travel to customer sites and tradeshows to promote company?s products and services.
  • Attend client conferences and meetings in order to network with new and existing contacts.
  • Establish strong customer relationship by providing accurate and timely information to customers regarding inquiries such as products, pricing, quotes and issues/concerns.
  • Conduct market competitive analysis to develop roadmap and sales strategy to secure new business.
  • Assist ULTIMIT?s marketing team in development of advertising and promotional programs, telemarketing plans and tradeshows.
  • Assist in Brandnd marketing of ULTIMIT?s products in UAE and GCC countries.
  • Assist in preparing the annual budget for the regional markets.
  • Clients Development leads generation and deals closing.
  • Organizing Business to Business (B2B) meetings and networking events in the UAE with the potential leads and partners.

  • Assist in preparing business plans and budgets for new projects.
  • Analyze market trends and customer needs to identify new business development opportunities.
  • Evaluate the effectiveness of business plan, sales strategy, and public relations strategy in order to analyze and provide necessary recommendations.
Duration:The expected duration of the consultancy services will be initially 3 months renewable for 6 months (starting in May 2022).Type of the Contract:Consultancy Assignment through individuals or firmsExpected results and deliverablesThe Consultant will be expected to achieve the following Deliverables:DeliverableMarketing planMarket localization requirement reportSales reportList of new leadsB2B Events reportBusiness development report summarizing activities conductedTechnical proposal requirementsThe Technical Volume should describe in detail the offeror?s proposed plan for providing the commodities described.It should demonstrate a clear understanding of the work to be undertaken and the responsibilities of all parties involved.The plan should include details on equipment, personnel, and if any subcontractors that the offeror will make available to carry out the required activities.The plan should also provide details on the anticipated delivery schedule, including an estimated completion date.At a minimum, the Technical Volume must contain the following required completed documents:-CV of the consultant, and cover page explaining why the applicant is the most suitable for the assignment-Portfolio of experience, demonstrating the past knowledge and experience in the fields required for this assignment (proof of similar experience)-Short Work Methodology 1-2 pages Maximum.All electronic copies of documents in the Technical Volume must be in PDFThe information contained in the Technical Volume should not contain any cost- or price-related information.Basis for AwardThe award will be made to a responsible offeror whose offer follows the RFP instructions, meets the eligibility requirements, and is determined via a trade-off analysis to be the best value based on application of the following evaluation criteria. The relative importance of each individual criterion is indicated by the number of points below:Work Methodology ? 30 points: Responsiveness to the technical specifications and requirements. This will evaluate the offeror?s proposed methodology and work plan. The methodology should demonstrate a comprehensive understanding of the scope of work and firm grasp of the purpose of the required deliverables. The Work plan should include the organization of the tasks illustrating maximization of time and clarity in the assignment of personnel.Experience ? 40 points in relevant field and corporate capabilities: This will include an evaluation of the capacity of the organization/consultant to perform the scope of work, review of success stories of previous experience in similar jobs and the ability to illustrate past successes in performing similar assignment. Cost Proposal ? 30 points: The overall cost presented in the offer.* Technical proposals that get score less than 55/70, the financial offer might not be considered.* Proposals short listed based on highest scores in the technical evaluation will be interviewed, after which the technical scoring will be adjusted for those short-listed proposals.

May conduct negotiations with and/or request clarifications from any offeror prior to award.May cancel this RFP at any time.Cost ProposalThe Cost Volume must include a unit cost breakdown for every line item described in Annex 1, as well as a description of any other costs involved; see the Price Schedule in Annex 1 for the required format.The offer must preserve and clearly indicate the line-item numbers. Prices must be quoted on a lump-sum, all-inclusive basis.No other costs, taxes, and/or fees may be added later.Quotations must be fixed price, expressed in USD including income tax. Knowing that ULTIMIT company will cover the following:
  • Monthly rate fee agreed with the selected consultant.
  • Transportation, communication, and logistics for traveling outside the UAE (if needed).
  • Commission on new sales.
Payment MethodThe payment of the contract is planned on deliverables basis. The number of the payments is in accordance with the required deliverables-Monthly Bases
