Job Description

POSITION SUMMARY˙This position is based at Hydrogen Innovation and Development Center (HIDC) Site, Working on 8 x 2-week, rotational assignment.Reporting directly to the HIDC Construction Manager,The incumbent is expected to have detailed knowledge of Project and Construction Management, Engineering, Quality and Safety standards.˙III,˙NATURE AND SCOPEDescription: The Hydrogen Innovation and Development Center (HIDC) is a Spearheading Project located in the Tabuk Province, Northwest Saudi Arabia. The HIDC includes Hydrogen production using Alkaline Water Electrolysis (AWE), Hydrogen Filling & Fueling Station, Methanol Manufacturing and MTG Facilities.˙˙Project Location: NEOM-HIDC, Northwest Saudi Arabia, near Tabuk city.˙IV. PRINCIPAL ACCOUNTABILITIES˙Senior Instrument and Controls Engineer˙

  • The successful execution of all Element 1 Package works in accordance with the Project schedule, cost and other KPIs.
  • Accountable for ensuring of the planning of the Package is fully integrated into the overall construction schedule.
  • Lead and coordinate all engineering / technical queries from AP during module fabrication and construction phase and act as the key interface with home office Engineering Teams
  • Collaboratively work with tkUCE at the module shop and site
  • Provide technical support to the construction contractor to install electrolyser package at site & ensure the GC construction scope is well defined to support the site erection with limited scope growth.
  • Ensure the manpower and tooling requirements from the GC for Module erection is well defined within the GC package.
  • Coordinate with tkUCE on the field GC manpower requirements and act as the interface between AP Construction Team and tkUCE to ensure the Construction Team make proper allocation of GC resources to support the instrumentation. This role would also review the selection and interview and approve the GC contract resources in accordance to tkuCE requirements for the manpower as required for instrumentation.
  • Manage all construction activities and planning for erection of the modules at site and interface with tkUCE at site.
  • Manage the Preservation program for the Electrolyzer Modules as per the OEM instrument requirements
  • Support for coordination all efforts for the cell house assembly building.
  • Ensuring the Scope of work and building spec aligns with tkUCE instrumentation specifications
General˙Providing project support to construction team to ensure flawless execution.Resolving of Site Design Queries, the Contractor and other Staff might have.All activities must be recorded and logged into the Go CompletionsQuality control, completeness and correctness checks of engineering and design deliverable`s as per Air Products quality control procedures.witness, and participate in Vendor/OEM site activities for all C&I Scope including control valves, flow meters, transmitters ext.QA and QC checks of Analyzer and all other skids being built on and off site.Manage Inspections for complete and correct installations.Insulation and continuity testing of cables and witnessing of proper earthing as per project requirements.Manage the Cleaning, flushing, pressure and leak testing of Analyzer sample lines.Support the site construction team during construction and commissioning stages of the projectThe day-to-day priorities will be set in agreement with the Site Quality Manager.˙Manage setting up and commissioning of Lifesaving and Oxygen Depletion systems.˙Review of Pre-commissioning and commissioning documentation - Review and update Procedures˙Keep abreast of and evaluate new methodologies, work practices, equipment, diagnostics, technology, etc., for application and use within the plant, highlighting their potential to management team˙Maintain error free execution. Pay very close attention to detail and execute work to the highest possible standard. Apply a ?Continuous Improvement? philosophy to daily work.˙Ensure that Contractors and Vendors have been made aware of their roles and responsibilities about safe working procedures and that both Contractors and workers comply with any site rules which have been set out in the Worksite EH&S Plan and EH&S Instruction to Contractors / Vendors.˙Ensure all work activities that are high risk are well planned and managed.˙Review and approve Risk Assessment Method Statements (RAMS) for all high-risk activities.˙Maintain an open and effective communication channel with the site project team, Site Project Manager, Site Manager and EH&S Manager.˙Represent AP in meetings with the Client, interfacing EPC?s, Vendors, and other stakeholders. Lead meetings and record minutes of meetings as required.˙Support and promote the implementation of the Project Safety, Security and Quality plans.˙Support and promote the implementation of the Construction & Project Execution Plans.˙Write regular progress reports as required by the Site Project Manager and Site Manager.˙˙
