Job Description

Position SummaryThis position is responsible for developing procurement policies and procedures and planning the acquisition, clearance, distribution, and allocation of all procured goods and services for the college.Job Responsibilities

  • Develops policies, procedures, and metrics and facilitates leadership decision-making by providing the required inputs at a functional level.
  • Recommends and executes changes to procurement policies and procedures. It also plays a pivotal role in communicating these changes to other departments.
  • Implements the procurement and contracting efforts at WCM-Q. Oversees daily operations of procurement and supports the strategic plan execution.
  • Identifies potential vendors for various goods and services within and outside Qatar.
  • Studies the market creditability of the vendor and efficiently leads the negotiation process in the organizations best interest.
  • Develops and fosters professional relationships with local and international vendors to establish and maintain a preferred supplier list. Resolves grievances, if any.
  • Prepares proposals for bid specifications, including analysis of product utilization and manufacturer comparison reports. Analyzes responses and makes informed recommendations for awards.
  • Oversees the review of commercial agreements. Liaises with Compliance and Legal office as required.
  • Continuously reviews and implements processes to identify purchasing patterns and cost-saving opportunities.
  • Works with end-users to prepare specifications for items or equipment required and facilitates relationships between end-users and suppliers.
  • Manages the logistics for the shipment and clearance of internationally procured items for WCM-Q. Reviews logistics performance with customers against targets, benchmarks, and service agreements.
  • Manages acquisition and clearance of critical purchases such as animal, chemical reagents, and other complex substances, apparatus, etc., which have a country-specific requirement.
  • Manages and reviews the delivery tracking process and ensures export/import compliance is in order.
  • Assesses current material availability; reasonably predicts future availability based on the market, delivery systems, and other variables.
  • Manages the audit and reconciliation of organization assets on an annual basis.
  • Manages the design of reports and reports procurement-related metrics to the management.
  • Performs other duties as assigned.
