Job Description

We are looking for Senior Contract Engineer for one of our clients with the following details:Start date: 15-Dec--2023Location: Doha, ResidentDuration: 18 MonthsFamily Logistic Allowance is not applicable if spouse is working in O&G Sector in QatarMob/Demob is not applicable if the candidate is Resident of QatarQualification And Experience RequiredQualification and background

• BSc Degree in Science or Commercial field or its equivalent
• International Experience Required
• Professional experience: 7 years post-graduate experience required in contracts within the O&G industry.
• Personal Abilities: Basic Management, Advanced Human Relations, Problem Solving and Planning / organizing / coordinating / controlling.

C&P competencies

• Advanced level in Contracts Competencies required.
• MCIPS preferred.
• EPC contract management experience is preferred.

Accountabilities

• To produce contractual documents according to company procedure and ethics
• To provide a quality, cost-effective and time efficient contracts service to technical entities
• To participate in the optimization of the economic performance of the operations conducted in the company.

ACTIVITIESThe Job Holder Liaises With Other Teams And Participates To The Processes And Communication Of The Contracts Entity By Performing The Following Tasks

• Work closely with the DUET counterpart on future MPP requirements which will include all potential tenders for upcoming period.

Pre-Award

• Together with DUET develop tendering strategy.
• Together with DUET prepare all tender Exhibits (including Information security & Cloud security control appendixes).
• Verify the alignment with HSE clauses, Company rules, Procedures, Instructions and applicable legislation when drafting contractual and commercial terms and conditions.
• Verify the Terms & Conditions (standard, general and financial).
• Prepare and Develop of Commercial Evaluation model.
• Check if any security or software elements are part of the scope of work If yes, to ensure that IS info sec team reviews SOW.
• Together with DUET, conduct Contract Risk Assessment (CRA) and ensure that mitigation is included in the contract.
• Assist DUET in conducting technical evaluation and technical clarifications.
• Conduct Contractual Evaluation. Conduct DDQ Exercise.
• Perform financial analysis of the bidders and evaluate their financial conditions.
• Conduct commercial Evaluation & Negotiation if needed.
• Prepare Recommendations to award and of all required presentation to CPC/CPAC.
• Attend all required Contracts Committee Meetings.
• Coordinate the signing of formal documents after approval from authorities and partners and clarification of rights and obligations of both signing parties according to DOA.Controlled
• Coordinate MIRWA signature, obtain any required Supplier Insurances, C.A.R Insurance and PBG or PCG (if applicable).
• Input all contracts/suppliers data/documents in the contracts and suppliers database.
• Handover contracts to the contract Partners Entities.

Post Award

• Provide professional advice and guidance to all contract owners/entities with respect to contractual matters.
• Manage any call-offs for centralized contracts.
• Manage Change Orders and Amendments for all contracts.
• Monitor on-going contracts status, participate to claims, amendments and contract renewal discussions and Review suppliers performance with the Duet.
• Participate in DUET meeting.

Other Responsibilities

• Adapt standard and template documents to local conditions.
• Liaise with C&P Methods/planning/market and line Manager for reporting and statistics matters.
• Keep informed or best practices in contracts procedures for improvement of contracts practices in the company.
• Understand market situation and to be able to interpret market forecasts.
• Manage and work on specific EPC related contracts (if required).
