Job Description

JobSpecificationTheQA/QC Engineer is a quality focal point for CAT-IV-VI projects, interfacingwith stakeholders and contractors to ensure QA/QC compliance, includingbrownfield and greenfield projects, and in-service modifications to existingfacilities together with maintenance and shutdown activities.This role isresponsible for quality assurance and quality control, during detailengineering, procurement and construction project phases, includingcoordination of third-party source-inspection activities. Reporting functionallyto the Quality Engineering Specialist, and directly to the Project ManagementDepartment, the QA/QC Engineer provides ongoing leadership and support to ensureprojects compliance.Key JobAccountabilities

  • Understandand promote the (Quality Assurance) requirements and compliance expectations.
  • Establishand support proactive and collaborative working relationships with contractorsand applicable third-party organisations.
  • Reviewprojects scopes of work, to determine the nature, extent and frequency ofquality verification activities.
  • Coordinatethe regular progress and performance related internal quality team meetings.
  • Reviewcontractor/ supplier quality deliverables for conformance to qualityrequirements and expectations (I.E. PQP, PEP, ITP, Criticality Ratingassessments and QA/QC procedures).
  • ChairPre-Inspection Meetings to ensure that the quality requirements andexpectations are fully understood and implemented prior to commencement of workactivities.
  • Leadand participate in assigned quality verification activities.
  • Coordinatesite and workshop inspection activities, and assign adequate inspectionresources to effectively measure conformance to requirements.
  • Coordinatethe assignment of third-party source inspectors to represent at offsitemanufacturing facilities.
  • ConductExternal quality audits on Contractors to gauge the effectiveness of thequality management system.
  • Conductassessments, audits and verifications on the Contractors procurement,engineering, construction and quality processes.
  • Evaluateand monitor the performance of QC inspectors, and identify trainingrequirements to continually improve the performance of the Quality Team.
  • Stewardthe NCR process for all identified non-conformances including NCR/CAR issue,RCFA, disposition approval and close-out.
  • Identifyquality-related lessons learned, and propose suitable corrective actions toimprove work processes and prevent further undesirable conditions/ situations.
  • Projectpunch-list coordination and close-out prior to mechanical acceptance.
  • Ensuresmechanical acceptance, and completion of pre-commissioning and commissioningactivities
  • Reviewand/ or approve welding procedures and associated qualification, testing and repairdeliverables from contractors and suppliers.
  • Reviewand interpret RT films relating to potential defects/ discontinuities andprovide expert opinion regarding the scope and extent of defects, and,potential remedial actions.
  • Promotethe company health, safety and environment requirements and ensure that theyare adhered to during project activities.
MinimumRequirements
  • 10years demonstrated experience in the oil and gas industry, with particularfocus on brownfield and greenfield projects, and in-service modifications toexisting LNG facilities together with maintenance and shutdown activities.
  • Bachelorof Engineering or Bachelor of Science Degree, or Engineering Diploma (HND levelor equivalent) plus recognized Trade Certificates
  • Weldinginspection Certificates such as CSWIP 3.2.2 or equivalent (NOTE: CSWIP 3.1 orequivalent may be considered, depending on experience)
  • NDTcertificates such as ASNT level II as minimum
  • Experiencein developing, implementing and managing project quality assurance programs forengineering design, procurement, fabrication, installation, hook-up andcommissioning of oil and gas production facilities projects.
  • Experienceshall also include developing quality system audit programs based on ISO 9001and contract requirements.
  • Trainedor certified as an ISO 9001 Lead Auditor.
  • Experiencein QC coordination and inspection activities during procurement, fabrication,installation, hook-up and commissioning of oil and gas production facilities project. Specific experience in conducting Procurement and ConstructionSurveillance Assessments to measure the efficiency of the procurement process,and compliance with contractual quality requirements.
  • ProvenQC inspection, coordination and leadership skills.
  • Experiencedin leading a team of multi-disciplined inspectors (Civil, Piping, Welding,Electrical & Instrumentation and Coating/Insulation)
  • Demonstratedshutdown experience.
  • Knowledgeof applicable Codes/ Standards (for example: ISO:9001, ASME, API, ASNT, NACE,AWS, BS, QCS, EN 10204).
  • Provenability to implement procedures related to the quality management systemincluding project quality plans, execution plans, procurement plans, materialscriticality ratings, etc.
  • Provensource-inspection coordination skills.
  • Expeditingexperience, for critical/long-lead materials.
  • Excellentwritten and oral English language skills.
  • Strongleadership and interpersonal skills, and a demonstrated ability to work as ateam member under tight project schedule constraints.
  • Goodadaptability to a multinational environment, with wide exposure to variouscultures and customs.
  • Validatedexperience in practical aspects of welding technology, inspection, NDT andmaterials selection in a relevant position within the oil and gas/ power andenergy industry sectors.
